Mr. Jason Gaitan <br /> July 13, 2020 <br /> Pre-Field Activities <br /> Permits <br /> Applicable permits will be coordinated with the SJCEHD and/or San Joaquin County Community <br /> Development Department prior to the planned excavation. <br /> Underground Utility Clearance <br /> At least 48 hours before commencement of intrusive field activities, USA North 811 will be notified in <br /> accordance with state law. Additionally, UPRR call-before-you dig will be notified and Ground Penetrating <br /> Radar Systems, Inc., a private utility locator, will mark utilities in the vicinity and footprint of the proposed <br /> excavation. <br /> Proposed Excavation <br /> The proposed excavation is estimated to be approximately 30 feet by 20 feet to a maximum depth of <br /> approximately 4 feet bgs(Figure 3). Patriot, under Arcadis oversight, will excavate diesel-impacted soil <br /> associated to the November 10, 2019 release using a mini excavator and hand tools beneath the rail. The <br /> soil will be excavated in separate sections and lifts leaving the railroad track in place. Field screening <br /> methods, including a PID and visual observations will be used to assess the excavation extent. <br /> The excavation will be backfilled using soil and ballast in accordance with UPRR track maintenance <br /> department protocols. <br /> Excavated soil will be placed in a roll-off bin pending waste characterization and off-site disposal at a <br /> UPRR-approved waste management facility. <br /> Soil Sampling <br /> One sidewall soil sample will be collected from the northern, southern, and western excavation extent to <br /> assess if remaining diesel-impacted soil from the November 10, 2019 release has been removed. <br /> Additional soil samples may be collected based upon field observations. <br /> The proposed soil samples will be collected for laboratory analysis in laboratory-supplied sample <br /> containers, labeled, placed in an ice-chilled cooler, and transported to Pace under standard chain of <br /> custody procedures.
