Phone: (209) PE 2546 GAITAN <br /> 72 min 468-6000. Informed me that there was a 50-gallon diesel spill on 1000 Roth Rd, SC 907 <br /> French Camp Ca. 95231 gave me contact information for SJC Sheriff's office. <br /> (209)468-4400. Sheriff dispatch gave me UPRR emergency call center. Called <br /> UPRR emergency Call Center. Requested spill report number. Did not have it. <br /> Would not let me get more information for vetting purposes. I explained that I was <br /> from CUPA program SJC EHD. They said without the UPRR number or the <br /> CALOES number I would not be able to get any information. Called Sheriff's office <br /> (209)468-4400 Asking if UPRR gave them a UPRR number or CAL OES spill <br /> report number. Stated no. Called SJC General Hospital. Phone: (209)468-6000 <br /> Asked if they had any additional information regarding the spill but they did not. <br /> Called Muniappa Naidu (Program Coordinator) and discussed complaint based on <br /> discussion I called Cal OES call center. Employee gave me spill report number <br /> 19-7212. Phone: (916) 845-8911 <br /> Called UPRR emergency call center. Phone: (888) 877-7267. Gave them Cal OES <br /> number. They let me know that it was a 50-gallon diesel release from a leaking <br /> locomotive. Transferred me to Paul Holt, Manager Hazardous Materials for UPRR <br /> to get more information regarding spill. Paul Holt, stated that he called Patriot <br /> Environmental to clean up the spill. He stated the clean-up will be done around <br /> 7pm, maybe sooner. He confirmed that no water ways or soil were impacted. The <br /> leak was from an engine compartment, he mentioned that most of the release was <br /> contained in a sump within the locomotive. He explained that there was splash <br /> radius of roughly 5 to 6 feet on the rail and ballast area. Paul stated that UPRR are <br /> the responsible party. He stated that he will call me if clean-up is wrapping sooner <br /> than expected. Sent Muniappa Naidu (Program Coordinator) a message, <br /> updating him on the spill. Generated notice to abate. Called UPRR emergency <br /> contact center. (888) 877-7267 Requested an update on the clean-up service. <br /> Dispatcher stated that she had not received any updates. called Paul Holt, <br /> Manager Hazardous Materials for UPRR. (916) 540-0496 left voicemail. <br /> Received call from Paul, he let me know that the clean-up is still on going. He <br /> confirmed that the waste will be left on site and that they will be doing analytical to <br /> determine how dispose of it. He stated that the clean-up will finish closer to 9pm. <br /> He mentioned that Patriot Environmental will contact me when there is an hour left <br /> of clean-up done. Lupe, supervisor for Patriot Environmental contacted me letting <br /> me know that they were close to being done with clean-up. <br /> 11/10/2019 Called Lupe from Patriot Environmental to find out what part of the track ballast he PE 2546 GAITAN <br /> 180 min was located at. He stated that he will turn on his hazard lights to help me find him. SC 974 <br /> Met with Lupe from Patriot Environmental, He showed me the amount of waste <br /> that was generated so far. Six 55 gallon drums with oily debris. He had absorbent <br /> pads on the track ballast to absorb the remainder of the diesel. They had shoveled <br /> approximately one foot down in a five-foot area. I took a photo. I let Patriot know <br /> that the ground was still saturated with the diesel. I asked him 2hat would be <br /> needed to keep on digging, he stated that he will have to get a back hoe to keep <br /> on excavating. Called Muniappa Naidu (Program Coordinator) updating him on the <br /> spill. Let him know that clean-up cannot be done tonight until they get the proper <br /> equipment to finish. Updated notice to abate, typed up narrative. Sent notice to <br /> abate to Mike Algots, Hazardous Materials Management and Paul Holt Manager <br /> Hazardous Materials for UPRR.
