SAN ) O A Q U I N Environmental Health Department
Complaint Record Daily Time and Activity Summary from 1/1/2014 to
2/17/2060 for COUIEGECN located at
1000 E. Roth Rd., French Camp
Activity Date Recorded by
01/02/2018 Prop 65 PE 2546 RUVALCABA
30 min SC 203
01/02/2018 Called the Union Pacific Critical Line at 888-877-7267 at approximately 12 am. PE 2546 RUVALCABA
168 min After the vetting process I was informed that the material released was soy sauce SC 544
and that approximately one quarter of a gallon had been released from a damaged
container. Dripping was noticed from trailer(EMHU653890) and moved to the
"leaker" staging area. Absorbent had been applied to contain the leak. No
waterways were impacted. Only concrete was impacted. Clean up was was in
progress.
At 9 am. Mike Algots (916) 580-9999, Hazardous Waste Manager with Union
Pacific was contacted to get an update on the incident. Mike stated that cleanup
would be concluded within the next couple hours, a forklift had to be brought in to
move the containers and a pump to transfer the contents from the damaged
containers to new intermediate bulk containers (IBC). New information provided
included the size of the original leaking containers as being 275 gallons.
Absorbent material was placed under the trailer to capture leaks. Patriot
Environmental should be onsite to complete the cleanup and transfer of material.
Left for site at 9:30 am. and arrived at approximately 9:45 am. Patriot
Environmental was onsite and was in the process of staging the empty IBC's to
initiate the transfer of material. Other soy sauce containers had been unloaded to
provide access to the damaged containers. Absorbent material was observed
around the leaking containers, active drips could be observed from one of the
damaged containers. Absorbent material was seen under the trailer to capture
leaks and plastic sheets had been placed under the absorbent. Original leaking
containers were cut up and placed into drums along with used absorbent. The
rinsate from the pump was also placed in a 50 gallon steel drum. Four 50 gallon
steel drums were generated during the clean up. They were labeled as analysis
pending while a determination was made on the waste. Left site a 12:00 pm.
01/04/2018 Updated responsible party to PE 2546 RUVALCABA
6 min SC 007
Loup
Attn: Danielle Kinser
1400 Douglas Street, MS 1420
Omaha, NE 68179
Per Paul Holt with Union Pacific Railroad.
