<br />Preliminary Closure and Postclosure Maintenance Plan 2-1 Department of Public Works/Solid Waste <br />North County Recycling Center and Sanitary Landfill County of San Joaquin Public Works/Solid Waste –October 30, 2024 <br />1.0 Introduction <br />1.1 Purpose <br />The purpose of the Preliminary Closure and Postclosure Maintenance Plan (PC/PMP) is to <br />provide a basis for closure costs and fulfill related requirements in accordance with California <br />Code of Regulations [CCR] Title 27. <br />1.2 Background <br />This Plan follows guidelines recommended by the California Department of Resources <br />Recycling and Recovery (CalRecycle - formerly the California Integrated Waste Management <br />Board) to assess reasonableness of cost estimates Title 27, Section 21790(a)). This document <br />supersedes the Preliminary Closure and Postclosure Maintenance Plan for the North County <br />Recycling Center and Sanitary Landfill, dated November 25, 2019. <br />Basis for this Plan includes the 30 Percent Design Report for Vertical Expansion of the <br />North County Recycling Center and Sanitary Landfill (Shaw Environmental, Inc., 2007). <br />Excerpts of that report are included in this document as appropriate. <br />1.3 Regulatory Requirements <br />The requirements for a PCPMP are contained in Title 27, CCR. Throughout this document, <br />where section numbers of regulations are cited, they refer to Title 27 CCR. In general, this <br />PCPMP is consistent with Title 27 CCR, Chapter 4, Subchapter 4, Development of <br />Closure/Post-Closure Maintenance Plans, and Title 27, Chapter 3, Subchapter 5, Article 2, <br />Closure and Postclosure Maintenance Standards for Disposal Sites and Landfill. Selected <br />landfill facility construction standards are currently regulated by Title 27 CCR, Chapter 3, <br />Subchapter 2 titled Siting and Design and Article 4 of the same chapter and subchapter titled <br />State Water Resource Control Board - Waste Management Unit Construction Standards. The <br />following provides a list of requirements outlined in Chapter 4, Subchapter 4, for use in the <br />preparation and format of a PC/PMP: <br />• 21770(d) CIWMB – Scope and Applicability, (1), (2), and (3) <br />• 21790 CIWMB – Preliminary Closure Plan Contents (b) (1) through (8), <br />• 21820 CIWMB – Closure Cost Estimates (a) through (c) <br />• 21825 CIWMB – Preliminary Postclosure Maintenance Plan Contents (b) <br />• 21840 CIWMB – Postclosure Maintenance Cost Estimates (a) (b)
