<br />Preliminary Closure and Postclosure Maintenance Plan 2-2 Department of Public Works/Solid Waste <br />North County Recycling Center and Sanitary Landfill County of San Joaquin <br /> <br />2.0 Preliminary Closure Plan <br />2.1 General <br />2.1.1 Location and Background <br />The NCRCSL is permitted as a single Class III, nonhazardous municipal solid waste landfill <br />permitted under Solid Waste Facility Permit (SWFP) 39-AA-0022 and Waste Discharge <br />Requirement (WDR) R5-2010-0016 (JTD Appendix A). <br />The NCRCSL is located at 17720 East Harney Lane, Lodi, California, approximately nine miles <br />east of Lodi, California (Figure 1). The facility property consists of 320 acres comprised of <br />Assessor’s Parcel Numbers 065-120-02, 065-120-03, 065-120-08, and 065-120-09. The site is <br />located in Section 21, T3N, R8E, MDB&M. The facility and surrounding topography are <br />relatively flat, drained by the upper reaches of Patty Creek (Figure 2). The facility is located on <br />land classified as urban industrial (waste facilities). <br />The facility has been owned and operated by San Joaquin County since opening in 1991, <br />primarily serving northern San Joaquin County. <br />2.1.2 Site Development <br />The landfill will be developed by the extension of the liner into additional lined areas to a <br />maximum elevation of 320 ft MSL (Figure 5) <br />The landfill is developed as individually-lined areas, each constructed as needed to provide <br />space for refuse disposal. Each of the existing lined areas has been constructed with liner <br />systems that include an HDPE geomembrane and leachate collection and removal facilities. To <br />date, refuse has been disposed in Areas 1 through 6, covering an area of approximately 88 <br />acres (Figure 4). <br />The landfill is currently planned to be developed in a total 11 lined areas. Development of the <br />areas will be sequential in counterclockwise order (JTD Plate 6). Based on the progression of <br />site filling and capital cost expenditures, the actual size of each area may be adjusted by the <br />County (Figure 4). Total footprint after development will be 185 acres. <br />The County intends to close the landfill in phases, potentially beginning with the western <br />portions of the existing fill over lined areas 1 through 4. Additional areas will be closed as the <br />landfill development continues. <br />2.1.3 Surrounding Land Use <br />Surrounding land use has now been entirely converted to agricultural uses, with a combination <br />of orchards, vineyards and field crops.
