<br />Preliminary Closure and Postclosure Maintenance Plan 2-3 Department of Public Works/Solid Waste <br />North County Recycling Center and Sanitary Landfill County of San Joaquin <br /> <br />the east; pasture on the east and west; and field crops, deciduous fruits and nuts, and livestock <br />on the east. A number of off-site structures, including residential structures, have been built in <br />the vicinity of the facility; however, they are beyond 1,000 feet from the facility property <br />boundary (Figure 4). <br />2.1.4 Base Liner and LCRS System <br />The design for the base liner system at the NCRCSL incorporates the engineered alternative <br />base liner system demonstrated to be satisfactory in the Demonstration report of May 2002, with <br />adjustments for the fill loads associated with refuse elevations to 230 ft MSL (Drawings 1, 2, <br />and 3). These features are included in the current WDR. <br />The liner system for Modules 3 and later includes geosynthetic clay liner (GCL), 60 mil HDPE <br />geomembrane, and rounded drainage rock (Detail 1 on Drawing 4). The liner system for the <br />sideslopes substitutes a geocomposite drainage layer for the rounded drainage rock (Detail 2 on <br />Drawing 4). <br />All areas will have a leachate collection and recovery system (LCRS). LCRS systems will be <br />designed to remove twice the peak leachate flow rate and limit leachate head on the underlying <br />base liner to depths of less than 1-foot (CCR Title 27, Section 2160(a)(1)). <br />LCRS components for NCRCSL include collection pipes in troughs to intercept and carry <br />leachate to sumps. Each leachate sump will be equipped with a removal pump with automatic <br />controls. Leachate is removed from each sump to prevent measurable accumulation of head on <br />the base liner (Drawing 2). <br />2.2 Maximum Area Requiring Closure <br />The maximum area requiring closure at any time is 185 acres, which is the complete permitted <br />landfill area (Figure 3). This acreage is therefore used in the closure and postclosure <br />maintenance cost estimates included in this PCPMP. <br />The County may elect to close portions of the landfill, and will submit partial final closure plans <br />for review when appropriate. If partial closure projects are implemented in the future, the <br />County will update and reduce the maximum area requiring closure at that time. <br />2.3 Removal of Landfill Structures <br />Current plans for the development of the landfill include removing the recycling center and <br />associated ancillary structures to allow development of Areas 10 and 11 and will not be included <br />in a closure project. Closure will include removing the truck scales and scale house constructed <br />to allow receipt of refuse for the final development phase (Figure 3). Demolition costs for those <br />items are included in the closure costs.
