Preliminary Closure and Postclosure Maintenance Plan 2-5 Department of Public Works/Solid Waste
North County Recycling Center and Sanitary Landfill County of San Joaquin

3. Minimum surface slopes of 5 percent for top deck areas.
4. Maximum perimeter slopes of 3 horizontal to 1 vertical.
5. 20-foot-wide drainage benches at 50-foot maximum elevation intervals, with
2 percent grades along the benches and overside drains for drainage and erosion
control. The design of the drainage system is based on protection from the 100-year
storm event, as required by Title 27 CCR (Appendix B).
6. Stormwater management facilities are comprised of the following:
• Diversion berms to intercept flows from the top deck areas
• 20-foot-wide drainage benches at maximum 50-foot vertical intervals with V
ditches to intercept flows from the 3:1 perimeter slopes
• Pipe inlets and overside drains to receive and carry runoff downslope to ditches
along the perimeter of the landfill (Drawing 1)
7. Existing stormwater management facilities include the interim sedimentation basin.
This feature will be removed during development of lined Areas 9 and 10.
8. After closure, stormwater will be directed off site Drainage within the will be
discharged off-site in accordance with applicable stormwater regulations at the three
pre-project locations (Drawing 1 and JTD Plate 6).
9. Maximum refuse fill depths over LCRS piping within the Areas are as follows:
Area Maximum Refuse Fill Depth Over Area Base Maximum Elevation Allowed (Approximate - msl)
Area 1
(Previously designated
Modules “1&2”)
136 ft 235 ft
Area (Module) 3 166 ft 230 ft
Area (Module) 4 228 ft 300 ft
Areas 5 through 11 254 ft 320 ft

2.5.3 Interim Development
The existing access road, entrance facilities, and central access corridor to the areas eventually
will be excavated to the design base grade (Drawing 2). The final access road will be
constructed up the northerly face and across the top deck of Area 1 to allow refuse vehicle
access to upper areas of Areas 10 and 11 near the completion of landfill operations at NCRCSL
(Drawing 1 and Figure 3).
