Costs for expected <br />migration control system maintenance and monitoring has been included in the postclosure cost <br />estimate. <br />3.3.7 Operations and Maintenance for LFG Emission Monitoring and Control System <br />The County plans to expand the LFG collection system into future lined areas as the landfill <br />develops (Figure 5). These items will remain in service during the landfill’s 30-year postclosure <br />maintenance interval, unless it is determined by CalRecycle or San Joaquin Valley Air Quality <br />Control District that emission monitoring and control is no longer necessary. Costs for the <br />expected LFG emission system operations, maintenance, and monitoring are included in the <br />postclosure cost estimate. <br />3.3.8 Groundwater Monitoring <br />Groundwater monitoring wells will be monitored during the postclosure period in conformance <br />with the WDR. This planned final monitoring well network is the basis for the postclosure <br />maintenance cost estimate. <br />3.3.9 Leachate Monitoring and Control <br />The County will continue to monitor leachate quantities and quality during the postclosure period <br />in conformance with the WDRs. Final development of the landfill prior to final closure will result <br />in 10 leachate sumps that will be monitored in the postclosure period. This forms the basis for <br />the postclosure maintenance cost estimate. <br />3.4 Postclosure Maintenance Cost Estimates <br />Section 21840 requires a written cost estimate for hiring a third-party to maintain, monitor, and <br />inspect the closed landfill in accordance with the preliminary Postclosure Maintenance Plan and <br />current monitoring standards. Section 21840(b) requires a lump sum estimate of the annual <br />cost for postclosure monitoring and maintenance in accordance with 21840(c) for the following: <br />• Site security pursuant to Section 21135 <br />• Maintenance and integrity of the final cover, including material acquisition, labor, and <br />placement for repair due to settlement or erosion <br />• Maintenance of vegetation, including fertilization, irrigation, and irrigation <br />maintenance <br />• Maintenance of the drainage and erosion control systems <br />• Monitoring and maintenance of the LFG migration monitoring and control system <br />• Monitoring and maintenance of the LFG emission monitoring and control system
