WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2010-0016 -21- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />NORTH COUNTY LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br /> <br />or will be provided upon request. <br />IT IS HEREBY ORDERED, pursuant to Sections 13263 and 13267 of the California <br />Water Code, that Order No. 2002-0219 is rescinded, and that the San Joaquin County <br />Department of Public Works, its agents, successors, and assigns, in order to meet the <br />provisions of Division 7 of the California Water Code and the regulations adopted there <br />under, shall comply with the following: <br /> <br />A. DISCHARGE PROHIBITIONS <br />1. With the exception of TWW handled in accordance with this Order, the <br />discharge of ‘hazardous waste’ or ‘designated waste’ is prohibited. For the <br />purposes of this Order, the term “hazardous waste” is as defined in Title 23, <br />California Code of Regulations, Section 2510 et seq., and “designated waste” <br />is as defined in Title 27, Section 20164. <br />2. The discharge of wastes outside of a Unit (or portions of a Unit specifically <br />designed for their containment) is prohibited. <br />3. The following discharges of leachate and/or gas condensate liquids to the <br />landfill are prohibited: <br />a. Liquids not generated by the landfill. <br />b. Discharges to Module 1 or any future module or unit not constructed with a <br />Subtitle D composite liner (or approved EAD) and an LCRS. <br />c. Any discharge that could result in leachate seeps, excessive head on the <br />liner, or leachate runoff from the unit. <br />d. Wet cell operations. <br />4. The discharge of solid or liquid waste or leachate to surface waters, surface <br />water drainage courses, or groundwater is prohibited. <br />5. The discharge of treated or untreated wastewater or groundwater to any <br />surface water or any surface water drainage course is prohibited without a <br />National Pollutant Discharge Elimination System (NPDES) permit authorizing <br />the discharge. <br />6. The landfill shall not cause pollution or a nuisance, as defined by the California <br />Water Code, Section 13050, and shall not cause degradation of any water <br />supply. <br />7. The discharge shall not cause the release of pollutants, or waste constituents <br />in a manner which causes a condition of nuisance, degradation, <br />contamination, or pollution of groundwater, unsaturated zone, or surface water
