WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2010-0016 -42- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />NORTH COUNTY LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br /> <br /> <br />12. By 31 July 2012, the Discharger shall submit, for the Executive Officer’s <br />approval, an updated Water Quality Protection Standard (WQPS) Report for <br />each monitored media under this Order (i.e., unsaturated zone, groundwater, <br />and surface water). The report shall include updated Constituents of Concern, <br />Concentration Limits, Monitoring Points, Points of Compliance, and <br />Compliance Periods, consistent with the requirements of this Order, including <br />MRP Section C. <br />13. The fact that it would have been necessary to halt or reduce the permitted <br />activity in order to maintain compliance with this Order shall not be regarded <br />as a defense for the Discharger’s violations of the Order. <br />14. The Discharger shall take all reasonable steps to minimize any adverse impact <br />to the waters of the State resulting from noncompliance with this Order. Such <br />steps shall include accelerated or additional monitoring as necessary to <br />determine the nature, extent, and impact of the noncompliance. <br />15. The Regional Water Board will review this Order periodically and will revise <br />these requirements when necessary. <br /> <br />I, PAMELA C.
