Permit Unit Requirements for N-1119-1-12 (continued) Page 3 of 9 <br />PERMIT UNIT REQUIREMENTS CONTINUE ON NEXT PAGE <br />These terms and conditions are part of the Facility-wide Permit to Operate <br />Facility Name: NORTH COUNTY SANITARY LANDFILL <br />Location: 17720 E HARNEY LN, LODI, CA 95240 <br />25.The permittee shall notify the APCO by telephone at least 24 hours before performing any maintenance work that <br />requires the system to be shutdown. The notification shall include a description of work, the date work will be <br />performed and the amount of time needed to complete the maintenance work. [District NSR Rule] Federally <br />Enforceable Through Title V Permit <br />26.Each wellhead in the collection system shall be operated with a landfill gas temperature less than 55 degrees Celsius <br />(131 degrees Fahrenheit). The owner or operator may establish a higher operating temperature at a particular well. A <br />higher operating temperature request shall be submitted to the Administrator for approval and shall include supporting <br />data demonstrating that the elevated parameter neither causes fires nor significantly inhibits decomposition by killing <br />methanogens. The demonstration shall satisfy both of these criteria in order to be approved. [40 CFR 62.16716(c)] <br />Federally Enforceable Through Title V Permit <br />27.The owner or operator shall monitor each well monthly for temperature. If a well exceeds 55 degrees Celsius, action <br />shall be initiated within 5 calendar days to correct the exceedance. Any attempted corrective measure shall not cause <br />exceedances of other operational or performance standards. If a landfill gas temperature less than 55 degrees Celsius <br />cannot be achieved within 15 days of the initial exceedance, the owner or operator shall conduct a root cause analysis <br />and correct the exceedance as soon as practicable, but no later than 60 days after the initial exceedance. If corrective <br />actions cannot be completed within 60 days following the initial exceedance, the owner or operator shall also conduct a <br />corrective action analysis and develop an implementation schedule to complete the necessary corrective action(s) as <br />soon as practicable, but no more than 120 days following the initial exceedance. For corrective actions that cannot be <br />completed within 60 days of the initial exceedance, the owner or operator shall submit the root cause analysis <br />conducted, including a description of the recommended corrective action(s), the date for corrective action(s) already <br />completed, and, for action(s) not already completed, a schedule for implementation, including proposed commencement <br />and completion dates as part of the next annual report. [40 CFR 62.16720(a)(4)] Federally Enforceable Through Title V <br />Permit <br />28.The owner or operator shall monitor nitrogen or oxygen concentration in the landfill gas on a monthly basis. [40 CFR <br />62.16722(a)(2)] Federally Enforceable Through Title V Permit <br />29.Nitrogen concentration in the landfill gas shall be determined using EPA Method 3C of appendix A-2 to 40 CFR Part <br />60, or an alternative method approved by the District and EPA. Oxygen concentration in the landfill gas shall be <br />determined using a portable gas composition analyzer or an oxygen meter. When using a portable gas analyzer, the <br />analyzer shall be calibrated and meet all quality assurance and quality control requirements for EPA Method 3A of <br />appendix A-2 to 40 CFR Part 60 or ASTM D6522-11. When using an oxygen meter, the meter shall use EPA Method <br />3A or 3C of appendix A-2 to 40 CFR Part 60 or ASTM D6522-11 except that: (1) The span shall be set between 10 and <br />12 percent oxygen, (2) A data recorder is not required, (3) Only two calibration gases are required, a zero and span, (4) <br />A calibration error check is not required, and (5) The allowable sample bias, zero drift, and calibration drift are plus or <br />minus 10 percent. [40 CFR 62.16722(a)(2)] Federally Enforceable Through Title V Permit <br />30.For the temperature measuring device used to monitor landfill gas temperature, the owner or operator shall calibrate the <br />temperature measuring device annually using the procedure in Section 10.3 of EPA Method 2 of appendix A-1 to 40 <br />CFR Part 60. [40 CFR 62.16722(a)(3)] Federally Enforceable Through Title V Permit <br />31.The owner or operator shall submit a notification to the Administrator as soon as practicable, but no later than 75 days <br />after the initial exceedance for corrective action(s), as required by the condition that references 40 CFR 62.16720(a)(4), <br />that are not completed within 60 days of the initial exceedance. If corrective action(s) take longer than 120 days to <br />complete after the initial exceedance, the owner or operator shall submit the root cause analysis, corrective action <br />analysis and corresponding implementation schedule to the Administrator as soon as practicable but no later than 75 <br />days after the initial exceedance.
