This issue was also observed during the 12/16/24 inspection, and work orders indicate all fill and STP sump lid gaskets were replaced on 1/13/25. A work order dated 1/20/25, one week after the repairs, states the technician "removed 1/2 cup of liquid from all fill sumps and 91 and diesel s". REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the STP and fill sumps, under permit and inspection of the EHD, if needed. This is a Repeat (Class 2)Violation. 51 25292.1(a) 2030035- UST system is operated to prevent unauthorized release, including spills and overfills OBSERVATION: The S1 (87 product)vacuum sensor went into "no vacuum alarm" on 8/14/25. Alarm records on site indicate the sensor remained in alarm until 9/10/25. A work order and test result on site indicate the S1 sensor was replaced on 9/10/25. REGULATION GUIDANCE: The underground storage tank system shall be operated to prevent unauthorized releases, including spills and overfills. CORRECTIVE ACTION: Ensure all alarms and potential fuel leaks from the UST system are responded to at the earliest possible opportunity, in a manner designed to prevent any unauthorized releases. This is a (Class 2)Violation. 59 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly maintained (TCR 9d) OBSERVATION: Complete maintenance and monitoring records for the last three years were not found on site. The monitoring system certification test results found on site for the S1 sensor replacement on 9/10/25 was not signed by the service technician. REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records include: (1)date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings and reconciliations. CORRECTIVE ACTION: Immediately locate and maintain all missing complete maintenance and monitoring records for the last three years on site. This is a Repeat (Class 2)Violation. 72 2712 2030039-Compliance with all operating permit requirements OBSERVATION: 1)According to work orders and test results on site, the S1 (87 product)vacuum sensor was replaced on 9/10/25 and a permit was not obtained from the EHD. 2)A work order on site indicates "all Fill & STP sump lid gaskets"and the "damaged [Supreme] Fill sump lid"were replaced. No permit was obtained from the EHD for this work. REGULATION GUIDANCE: The owner/operator shall comply with all operating permit requirements. CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the S1 sensor replacement, and the water/vapor intrusion component replacement. Emergency repairs relating to UST system monitoring and release detection may be performed by a properly licensed, trained, and certified contractor pursuant to the EHD's policy and a permit obtained within one business day from the EHD. All other repairs must have a permit submitted to and approved by the EHD prior to beginning work. A"Failure to Obtain a Permit" penalty applies. This is a Repeat (Class 2)Violation.
