This issue was also observed during <br /> the 12/16/24 inspection, and work orders indicate all fill and STP sump lid gaskets were replaced on 1/13/25. A work <br /> order dated 1/20/25, one week after the repairs, states the technician "removed 1/2 cup of liquid from all fill sumps and <br /> 91 and diesel s". <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system <br /> by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous <br /> waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and certified contractor to <br /> address the water intrusion into the STP and fill sumps, under permit and inspection of the EHD, if needed. <br /> This is a Repeat (Class 2)Violation. <br /> 51 25292.1(a) 2030035- UST system is operated to prevent unauthorized release, including spills and overfills <br /> OBSERVATION: The S1 (87 product)vacuum sensor went into "no vacuum alarm" on 8/14/25. Alarm records on site <br /> indicate the sensor remained in alarm until 9/10/25. A work order and test result on site indicate the S1 sensor was <br /> replaced on 9/10/25. <br /> REGULATION GUIDANCE: The underground storage tank system shall be operated to prevent unauthorized releases, <br /> including spills and overfills. <br /> CORRECTIVE ACTION: Ensure all alarms and potential fuel leaks from the UST system are responded to at the earliest <br /> possible opportunity, in a manner designed to prevent any unauthorized releases. <br /> This is a (Class 2)Violation. <br /> 59 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly maintained (TCR 9d) <br /> OBSERVATION: Complete maintenance and monitoring records for the last three years were not found on site. The <br /> monitoring system certification test results found on site for the S1 sensor replacement on 9/10/25 was not signed by the <br /> service technician. <br /> REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br /> include: (1)date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; <br /> (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings <br /> of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings <br /> and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing complete maintenance and monitoring records for <br /> the last three years on site. <br /> This is a Repeat (Class 2)Violation. <br /> 72 2712 2030039-Compliance with all operating permit requirements <br /> OBSERVATION: <br /> 1)According to work orders and test results on site, the S1 (87 product)vacuum sensor was replaced on 9/10/25 and a <br /> permit was not obtained from the EHD. <br /> 2)A work order on site indicates "all Fill & STP sump lid gaskets"and the "damaged [Supreme] Fill sump lid"were <br /> replaced. No permit was obtained from the EHD for this work. <br /> REGULATION GUIDANCE: The owner/operator shall comply with all operating permit requirements. <br /> CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the S1 sensor replacement, and the water/vapor <br /> intrusion component replacement. Emergency repairs relating to UST system monitoring and release detection may be <br /> performed by a properly licensed, trained, and certified contractor pursuant to the EHD's policy and a permit obtained <br /> within one business day from the EHD. All other repairs must have a permit submitted to and approved by the EHD prior <br /> to beginning work.
