A test report has not been submitted to the EHD or the <br /> California Environmental Reporting System (CERS). <br /> REGULATION GUIDANCE: A copy of the test report must be submitted within 30 days of the test. <br /> CORRECTIVE ACTION: Immediately provide this report to the EHD. <br /> This is a (Minor)Violation. <br /> 28 2638(a), 26410) 2030043- Leak detection equipment properly installed, calibrated, operated, and maintained (TCR 9d) <br /> OBSERVATION: <br /> 1) The panel programming (labeling)for vacuum sensors does not match the labeling on the "vacuum smart sensor <br /> table" provided with the monitoring site plan, nor the set up of the sensors on site. Each vent line was observed being <br /> monitored by its own smart sensor. The panel has S19 labeled as "all vents". The vent sump is not identified. The <br /> individual vent piping for the three products is not listed on any other sensors. According to the "vacuum smart sensor <br /> table" S19 is "supreme vent line-vent sump". <br /> 2)All vent lines were observed being monitored by separate vacuum sensors in their individual STP sumps. They were <br /> also observed manifolded together by a fitting inside the vent sump, indicating each vent line is connected to three <br /> separate vacuum sensors. The Veeder-Root vacuum sensor manual indicates "one each is required" of secondary piping <br /> vacuum monitoring kits for piping monitoring. <br /> REGULATION GUIDANCE: All monitoring equipment shall be installed, calibrated, operated, and maintained in <br /> accordance with manufacturer's instructions, and certified for operability, proper operating condition, and proper <br /> calibration. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed and certified contractor to ensure vacuum zones are <br /> properly monitored, under permit and inspection by EHD if necessary. Ensure that all leak detection equipment is <br /> properly programmed and maintained at all times. <br /> This is a Repeat (Class 2)Violation. <br /> 35 25290.1(e) 2030065- Interstitial space of the UST is under constant VPH monitoring (TCR 9d) <br /> OBSERVATION: <br /> 1) The S4 (87 STP sump)vacuum sensor failed when tested. <br /> 2) The S1 (87 product)vacuum sensor was in no vacuum alarm from 8/14/25 until 9/10/25, and was incapable of <br /> detecting a leak during this time. According to the work order and test result on site, the sensor was replaced on 9/10/25, <br /> clearing the alarm. <br /> REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant vacuum <br /> or pressure such that a breach in the primary or secondary containment is detected before the hazardous substance is <br /> released into the environment. <br /> CORRECTIVE ACTION: The S4 sensor was replaced and retested during the inspection.
