Site <br />investigations include an evaluation of, and liquid samples collected <br />from, the septic tank and leach field, groundwater samples, and soil <br />samples surrounding the septic tank and leach field. The reported <br />concentrations of analytes in soil and groundwater samples do not <br />pose an unacceptable human health risk except for select <br />This Public Notice fact sheet provides general information on the Site. <br />A map showing the location of the Site is attached (Figure 1). <br />Central Valley Water Board staff concurs with SPI's request for <br />regulatory closure, or ‘no further action’ (NFA). The Site is located <br />within a mixed-use property complex that includes residences and <br />industrial businesses. The property consists of six buildings on a <br />1,69-acre parcel located south of State Highway 88, near its <br />intersection with Wilcox Road. SPI leased and occupied two buildings; <br />the main building is located adjacent to the northern property <br />boundary and the other building is a warehouse, which is located <br />along the northeastern property boundary. <br />Prior to closing business operations on 31 May 2024, SPI was a <br />Federal Aviation Administration (FAA) Certified Repair Station <br />specializing in full-service governor and metal propeller overhaul and <br />maintenance. Chemicals used on-Site for repair and maintenance of <br />propellers were stored in SPI’s warehouse and used in the inspection <br />and etch rooms. From approximately 14 June 2005 until 19 May 2021, <br />liquid generated from industrial wastewater operations were <br />improperly disposed of into the on-Site septic system which was not <br />functioning as designed during the suspected discharge period due to <br />a damaged pipe connecting the septic tank to the leach field. The <br />industrial wastewater included rinseate generated from Ardrox 985 <br />P14 (penetrant dye primarily consisting of petroleum distillates and <br />aromatic hydrocarbons), NuEtch E3 (potassium hydroxide), and <br />DeSmut NS3 (sulfuric and nitric acid). <br />Public Notice: The California Regional Water Quality Control Board, <br />Central Valley Region (Central Valley Water Board) invites public <br />comment on a request for regulatory closure, made on behalf of <br />Stockton Propeller, Inc.
