(Forward), Geosyntec Consultants Inc. <br />(Geosyntec), is pleased to present the First Quarter 2025 Corrective Action Program Update for <br />the landfill gas collection and control system (GCCS) at Forward Landfill (Landfill) in Manteca, <br />California. <br />The Landfill is a municipal solid waste (MSW) landfill that is regulated under Cleanup and <br />Abatement Order (CAO) R5-2017-0703 and Waste Discharge Requirements (WDR) Order R5- <br />2024-0002. This report is being submitted to the Central Valley Regional Water Quality Control <br />Board (CVRWQCB) in accordance with the CAO R5-2017-0703. The sections that follow outline <br />the compliance and operational details at the Landfill. <br />QUARTERLY MONITORING REPORT: FIRST QUARTER (Q1) 2025 <br />Following CAO R5-2017-0703 and WDR Order R5-2024-0002, Forward is required to submit <br />quarterly corrective action program updates. These updates include quarterly monitoring results of <br />the probes subject to CAO and operational status of the gas collection and control system (GCCS). <br />The sections below summarize the results obtained from sampling and monitoring activities <br />performed by SCS Engineers (SCS) at the Landfill in the first quarter of 2025 and GCCS operation. <br />MONITORING PROBES <br />The CAO point of compliance monitoring probes includes GPA-1 through GP-6A and GP-10 <br />through GP-15 quarterly. Additionally, WDR Order R5-2024-0002, requires monitoring GP-07R <br />through GP-12R and GP-17 through GP-28R quarterly. Furthermore, under the CAO, each probe <br />interval needs to be sampled annually in accordance with TO-15 if either methane concentrations <br />exceed 1 percent by volume and/or total organic vapors exceed 10 parts per billion by volume <br />(ppbv). <br />On 19 March 2025, five gas probes had exceedances in methane concentrations above 1% by <br />volume. GP-10D had an observed methane content of 25.70% by volume, GP-10M had an
