SA N 1 O A Q U I N Environmental Health Department
COU NJY
Complaint Record Daily Time and Activity Summary from 1/1/2015 to
1/1/2025 for C00049772 located at
1000 E ROTH ROAD
Activity Date Recorded by
04/29/2019 5:08PM Received call from Sherriff's Office(209)468-5091 about a spill report PE 2546 DAI
150 min from Union Pacific. Reference number for call was 394. SC 907
5:27PM Called the Sherriff's Office(209) 468-5091 back and spoke with Officer
Matthew Sieperda who let me know Union Pacific has notified them about a spill at
1000 E Roth Rd. Lathrop, CA. The material that spilled was a half-gallon of
methanol. Clean up will be done by their contractor.
CalOES#: 19-2809
Reference number for this spill: 2019-04-29-249JMR
Contact number: (888) 877-7267
5:30PM Called Union Pacific and with spoke Dennis McCabe. Verified that the
release did not impact any storm drains or waterways and there were no
exposures to any people. The release occurred due to a leak from a shipping
container. The spill is contained and is being cleaned up by the contractor.
5:36PM Called Muni to check if there is any additional information I should ask
before deciding if this a spill that needs to be responded to. Muni suggested calling
Union Pacific to get more details about the cleanup contractor and how cleanup
will be handled.
5:43PM Called Union Pacific's Hazardous Materials Manager Mike Algots (916)
580-9999 to gather more information. Mike had to take another call and said he
would call me back later.
6:35PM Received a call back from Michael Algots who let me know that the
material that was released came from a leaking tote with no hazardous materials
ID in a trailer and it was not methanol. The amount released appears to be less
than a half-gallon of a non-hazardous orange liquid substance called "Little
Caesars 81 Orange" from the label that was found on the tote. The material did
not get on the ground and it is almost like a solid. Patriot Environmental will be
doing the cleanup. The responsible party is currently unknown, but will most likely
be Union Pacific's Shipping Quality Department. The current plan is to clean up
what has been released and wrap up the container to prevent it from leaking to be
handled by Union Pacific's Shipping Quality Department. Mike gave me the
contact information for Joe he contractor from Patriot who will be on site
conducting the cleanup (916) 597-5520
6:39PM Called Muni back to relay the information that I have gathered and to
check if there any additional information I should gather.
6:44PM Called Joe from Patriot Environmental to ask about the status of the
cleanup per Muni to gather more information about how will the materials used for
the cleanup be disposed of. Joe let me know that very little material was
discharged and whatever was released was cleaned up with absorbent and
scrapped up into a drum. The amount of waste generated from the cleanup is half
a drum that will be stored inside of the trailer to be handled later as
non-hazardous.
6:48PM Called Muni back give him an update on the information I have gathered.
Per Muni there is no need to respond or generate a Notice to Abate for this spill
because it is a nonhazardous material
