SANJ O A Q U I N Environmental Health Department
_ !.J J 1 Y'
Complaint Record Daily Time and Activity Summary from 10/17/2013 to
10/17/2019 for C08QYGHXL located at
1000 E ROTH RD
Activity Date Recorded by
08/12/2019 Received a page from SJGH (209-468-6000) at 6:18 pm. Tasha said that UPRR PE 2546 BAKER
132 min reported a battery acid spill of 1/2-1 gallon. No waterways were affected. Spill SC 978
occurred at 1000 E. Roth Rd.
6:22pm called Mike Algots with UPRR. He said that YRC is the responsible party
and Patriot Environmental is en route to do the clean-up. They should arrive on
site in half an hour to one hour. He said the trailer contained 5 pallets of wet
batteries and 90 containers of butane lighters.
At 8:36pm left another complaint to go to spill location. Arrived on site at 8:48 pm.
Met with Derek Smith of Patriot Environmental. Approximately 5 gallons of battery
acid was released
when a wet battery tipped over due to improper blocking and bracing. The initial
spill site in lot 7 covered an approximate area of 1 0x1 0 feet with four additional
wheel marks. Trailer was taken to the leaker area of the yard and
resulted in a spill covering an approximate area of 5x5 feet. Acid was neutralized
with sodium bicarbonate. Patriot Environmental is currently waiting for a forklift to
start unloading the trailer to get to the spill area. Waste generated will be handled
as hazardous waste and remain on site until disposal per Derek Smith. No
waterways or storm drains were
impacted. Spill did not go off the property. Derek Smith said the forklift should
arrive in 30 minutes and the clean-up is estimated to take two hours. They said
they will call me when it is done. Left site at 9:15pm and arrived home at 9:42pm.
10:06 pm started generating the complaint, emergency response record, prop 65
and notice to abate. Emailed notice to abate to Jamie Haines at
jamie.haines@yrcfreight.com and cc'd Mike Algots at mjalgots@up.com.
Completed photo log.
At 11:30 pm called Brandon Eck with Patriot Environmental (916-767-9598) and
left a message asking for an update on the clean-up. He called me back and said
that they are unable to move the load around with the pallet jack so they are
making a pulley system to move the load to get it cleaned up. He said it would be
a couple more hours until they were done.
6:18pm-6:30pm
8:36pm-9:42pm
10:06pm-10:48pm
11:30pm-11:42pm
08/13/2019 Completed parcel viewer information in complaint. PE 2546 BAKER
72 min Received Cal OES spill report 19-5151. Completed site map. Verified GIS data in SC 544
EC. Assembled file.
