OSHA ID-160; PCM)
during all intrusive work being completed onsite to ensure employee safety. Air monitoring will be
performed on the person with the most potential for exposure, typically the excavator operator, and will be
adjusted or expanded as needed to protect the crew. HASP is included as Attachment 1.
Air monitoring proximate to the work location will also be performed. Soil activities at the site during
excavation must not cause particulate matter of 10 (PM10) levels to exceed 50 micrograms per cubic meter
(50 ug/m3)when determined by simultaneous air monitoring as the difference between upwind and
downwind measurement in accordance with Title 17 California Code of Regulations section 70200, Table of
Standards, including Article 2 on Ambient Air Quality, and SCAQMD Rule 403, Fugitive Dust. PDR-1000
dust meters will be placed, upwind and downwind of the excavation activities,to the extent possible due to
the open cell to the south of the work area. In addition, Clean Harbors will also utilize personal H2S
monitors while conducting the work onsite as a Clean Harbors standard while working in Landfills.
Based on the information provided about the potential contaminants encountered during the project, Clean
Harbors assumes that the work will be completed with Level D Personal Protective Equipment(PPE),which
at a minimum will include the following:
➢ Steel Toed Boots
➢ Hard Hats
➢ High-Vis Vests
➢ Eye Protection
SLOPING/BENCHING
The material of concern is currently located in a stockpile. Clean Harbors will only be removing material from the
stockpile to the surrounding ground elevation. No sloping and benching will be required. Please refer to
Attachment 2 of the Surveyed Stockpile.
LINER SYSTEM SEPARATION DISTANCE
Clean Harbors does not have any concerns about exposing the liner system of the cell when completing the
stockpile loadout.
LABOR, EQUIPMENT, AND MATERIALS
Upon proper notification to Republic Forward Landfill, Clean Harbors will mobilize the following OSHA 40
HAZWOPER trained labor, equipment, and materials, or equivalent, to perform the work. Labor and
equipment will be revised and adjusted as needed to support actual site conditions and needs.
