Lleanftbom
discrete stockpiles approximately 200 CY in size to be sampled. Clean Harbors will subcontract Tetra Tech
to perform the required PCB Aroclor 1242 sampling for each stockpile, which will be expedited.
Clean Harbors intends to screen the material with an excavator, and stockpile 1,000 CY(5 Discrete Stockpiles)
per day to be sampled. Once the analysis comes back and there is no detection for PCB Aroclor 1242, the
frontend loader will combine the stockpiles to generate more room to complete the process for the next 1,000
CY. In the event that a stockpile analytical tests positive for PCB Aroclor 1242,that and any soil and screened
concrete will be loaded into either end dumps or roll off container(s),manifested, transported and disposed at
Clean Harbors' Grassy Mountain facility, located in Utah. This process will be completed when the entire
stockpile is segregated, screened, stockpiled and sampled. If the screening process is unsuccessful in
identifying the concrete material, the analytical results from each screened pile will determine if removal and
offsite disposal will be needed.
Before the end of each workday, any remaining stockpiled material will be covered with poly sheeting.
Once the project is complete, Clean Harbors will compile all the stockpile analytical, as well as the disposal
manifest and weight tickets for the roll off containers disposed of at Clean Harbors — Grassy Mountain
Landfill.
The Supervisor will coordinate the progression of the project and provide updates to the Clean Harbors
Compliance Team who in turn will provide updates to Republic Forward Landfill, and Republic Forward
Landfill will provide updates to the CVWB. The Supervisor will also be tasked with making sure the waste is
manifested for proper transportation and disposal at Clean Harbors' Grassy Mountain Landfill
SAMPLING
Prior to mobilization, Tetra Tech will develop a Sampling & Analysis Plan, which includes a summary of
quality assurance and control protocols, which will be provided with the final deliverable to the CV WB.
Tetra Tech will perform sampling for each of the stockpiles generated. It is Tetra Tech's intent to obtain five
(5) grab samples around the perimeter of a single stockpile to generate a composite sample to be analyzed for
PCB Aroclor 1242. Samples will be shipped to the lab each day, which will be analyzed on an expedited
timeline. The laboratory can run the sample on a 24-hour Tum-around-time (TAT). Based on the timing of
the samples being shipped to the lab each day, Clean Harbors has incorporated a 48-hour lag time between
shipping of the samples and receiving the final analysis.
Once each stockpile is cleared, Clean Harbors will combine those stockpiles together to generate more room
to continue stockpiling and sampling processes.
SITE RESTORATION AND DEMOBILIZATION
Upon completion of loadout activities and bringing the stockpile to the surrounding ground elevation, Clean
Harbors will demobilize the equipment and demobilize from the Site.
4
✓SAFETYFIRST!
