Disposal Facility (Site) Inspection Report (52) <br /> Forward Landfill, Inc. (39-AA-0015) <br /> 1/24/2025 <br /> 27 CCR 20830 - Litter Control <br /> Litter observed on neighboring properties. Continuation of violation. Further <br /> enforcement may occur if violation is not corrected by the next inspection. <br /> A.) Litter shall be controlled, routinely collected and disposed of properly. <br /> B.) Pick-up litter from neighboring properties and dispose of appropriately. <br /> 27 CCR 20700 - Intermediate Cover <br /> Daylighting observed on the southern portion of WMU FU-19. <br /> A.) Compacted earthen material at least twelve (12) inches shall be placed on all <br /> surfaces of the fill where no additional solid waste will be deposited within 180 days to <br /> control vectors, fires, odors, blowing litter, and scavenging. <br /> B) Operator is to immediately cover the entirety of WMU FU-19 with clean soil. <br /> 27 CCR 20680 - Daily Cover <br /> The secondary winter pad is being used as the working face. Upon arrival, overs and <br /> dirt were observed on the southern slope and a portion of the eastern slope. The <br /> remainder of the eastern slope was not observed to be covered. Tarps were rolled up <br /> and stored on the southern portion of the winter pad. The primary winter pad was not <br /> being used during this inspection; however, waste near the tipper was not covered with <br /> soil or ADC. Continuation of violation. Further enforcement may occur if violation is not <br /> corrected by the next inspection. <br /> A.) The owners or operators of all municipal solid waste landfill units shall cover <br /> disposed solid waste with a minimum of six inches of compacted earthen material at <br /> the end of each operating day, or at more frequent intervals if necessary, to control <br /> vectors, fires, odors, blowing litter, and scavenging. <br /> B.)
