Mountain House, CA <br /> Activity Date Recorded by <br /> 03/19/2018 3:30am-5:00pm PE 2546 SAEED <br /> 90 min I received email today from the operation manager, Mike Buckley stating" When SC 544 <br /> arrived at the plant this morning we noticed that a filter housing was leaking diesel <br /> fuel onto the ground near out diesel storage tank. It looks like the housing has a <br /> crack near the top of the housing. <br /> We estimate approximately 50 gallons spilled onto the ground and into the storm <br /> drain. The diesel that spilled into the storm drain only went down two manholes <br /> and stopped so it didn't go into our on site storm drain holding pond. <br /> Were working on getting a temporary EPA ID number and a contractor to clean <br /> the storm drain and remove the contaminated soil. <br /> Let me know if you have a form I need to fill out." <br /> I discussed this email with me. Aaron Hang was on "C" and Muni told me to give it <br /> to Aaron. I paged and called Aaron. Aaron told me that he is already at this site. <br /> Since I was on the"D" ER scheduled, I left the office at 3:10pm to relieve Aaron. I <br /> arrived on site at 4:00pm. I discussed the incident and cleanup with Aaron and <br /> Mike. Clean Harbor first crew were on site to excavate the contaminated soil, and <br /> waiting for a pump truck/hydro jet to pressure wash the storm drains. Soil <br /> excavation around the tank started 4:20pm <br /> Narrative cont'd with OT. see next entry. <br /> 03/19/2018 5pm-11:30pm PE 2546 SAEED <br /> 390 min Soil excavation around the tank started 4:20pm and finished at 5:30pm. Concrete SC 944 <br /> under the Diesel tank was wiped out and pressure washed. Five 55 gallons drums <br /> of contaminated soil were generated from this initial cleanup . Pump truck arrived <br /> on site at 5:35pm. The crew started pressure washing the storm drains from start <br /> to end. Red dye diesel contaminated with water observed along the storm drains. <br /> Hammid Parsa with Mountain House Community Service District arrived on site <br /> around 6:00pm and discussed the cleanup plan. Pressure washing continued until <br /> the red dye color disappear at the end of the lin. Sheen on the water surface <br /> remained inside some storm drains. Red dye diesel started to show up again <br /> along the storm drains. More adjacent storm drains were opened, and pressured <br /> washed. At 9:30am, the crew and the facility decided to finish up the initial rinse <br /> today, and come back tomorrow to rinse one more time. I discussed that it will rain <br /> tomorrow. Jim Ready or storm drains covers with Clean Harbor told me they will <br /> be here around 9am. I discussed placing pads around the storm drain in case it <br /> rains before they start the cleanup. The drums and the totes were labeled and I <br /> took photos. All the waste will be left on site until the waste profile is created. I took <br /> photos of the labels. A total of 12 totes ( 275 gallon each) of contaminated water <br /> were generated . Since the crew did not have more totes, approximately 800 <br /> gallons remained inside the pump truck tank. The flow did not contaminated the <br /> retention pond at the end of the line. I left the site at 11:34pm and arrived home at <br /> 11:28pm. <br /> Page 1 of 4 <br />
