FINDINGS FOR ADMINISTRATIVE USE PERMIT

<br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any
<br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan
<br /> adopted by the County.
<br /> • This finding can be made because the project proposes to establish a trailer service, repair,
<br /> and sales facility (Use Type: Equipment Sales, Repair, and Storage; Leisure, Sales and
<br /> Repair) within an existing 13,500-square-foot building with no exterior modifications or
<br /> changes to the existing parcel. The proposed use is permitted within the Rural Service
<br /> Commercial (C-RS) zoning district with approval of an Administrative Use Permit. The
<br /> project site has a General Plan designation of C/RS (Rural Service Commercial), and the C-
<br /> RS zoning district is an implementing zone consistent with that designation.Therefore,the
<br /> proposed use-is consistent with the goals, policies, standards, and maps of the General
<br /> Plan. There are no applicable Master Plans, Specific Plans, or Special Purpose Plans
<br /> affecting the project site.
<br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary
<br /> facilities have been provided, and the proposed improvements are properly related to existing and
<br /> proposed roadways.
<br /> • This finding can be made because adequate utilities, sanitation, drainage, and other
<br /> necessary facilities currently exist on the project site and are sufficient to serve the
<br /> proposed trailer service,repair,and sales facility.The project proposes establishing the use
<br /> within an existing building and does not include new construction or site modifications.The
<br /> site is served by an existing on-site well, on-site septic system, and an existing retention
<br /> pond located on the east side of the parcel, all of which are operating within applicable
<br /> standards and regulatory requirements. Continued operation of the well and septic system
<br /> is subject to applicable permits and oversight by the San Joaquin County Environmental
<br /> Health Department. The Administrative Use Permit does not propose expansion of the site
<br /> or increased service demands beyond those typical of existing commercial operations.
<br /> Therefore, adequate on-site services and facilities have been provided.
<br /> 3. The site is physically suitable for the type of development and for the intensity of development.
<br /> • This finding can be made because the approximately 1-acre parcel is of adequate size and
<br /> shape to accommodate the proposed trailer service, repair, and sales facility within the
<br /> existing 13,500-square-foot building. The site was previously developed and approved
<br /> under Site Approval No.SA-01-0003,which established the existing building layout,access,
<br /> circulation, and site improvements. The proposed Administrative Use Permit does not
<br /> include new construction or expansion of the building or site. Required parking was
<br /> previously evaluated, and the fourteen (14) parking spaces required under the prior
<br /> Planning approval remain on-site and available to serve the proposed use. The existing
<br /> parcel configuration, building placement, access, and improvements are adequate to
<br /> accommodate the proposed use and comply with applicable Development Title
<br /> requirements. Therefore, the site is physically suitable for the type and intensity of
<br /> development proposed.
