The location, size, design, and operating characteristics of the proposed use will be compatible with <br /> and will not adversely affect the livability or appropriate development of abutting properties and the <br /> surrounding neighborhood. <br /> • This finding can be made because the proposed trailer service, repair,and sales facility will <br /> be established within an existing 13,500-square-foot building on a previously developed <br /> commercial parcel and does not include expansion of the building or new site <br /> improvements. The operational characteristics of the proposed use are consistent with <br /> other rural-serving commercial and service uses permitted within the Rural Service <br /> Commercial (C-RS) zoning district. Existing access, parking, and circulation patterns will <br /> remain unchanged,and the project represents approval of a use type only.With no exterior <br /> expansion or increased development intensity proposed, the project is not expected to <br /> adversely affect the livability or appropriate development of surrounding properties. <br /> Therefore,the proposed use will be compatible with the surrounding neighborhood. <br /> 5. The proposed use will not create any nuisances arising from the emission of odor, dust, gas, noise, <br /> vibration, smoke, heat or glare at a level exceeding ambient conditions. <br /> • This finding can be made because the proposed trailer service, repair, and sales facility will <br /> operate within an existing enclosed commercial building on a previously developed site and <br /> does not involve construction activities or operational characteristics beyond those typical <br /> of permitted commercial service uses in the Rural Service Commercial (C-RS) zoning <br /> district. The project does not propose operational features that would generate excessive <br /> odor,dust,gas, noise,vibration,smoke,heat,or glare exceeding ambient conditions typical <br /> of existing commercial development in the area.The use will be required to comply with all <br /> applicable County regulations and performance standards intended to prevent nuisance <br /> conditions.. Therefore, the proposed use is not expected to create nuisances exceeding <br /> ambient conditions. <br /> 6. The site of the proposed use is adequately served by highways, streets, water, storm drainage, and <br /> other public facilities and services. <br /> • This finding can be made because the project site is an existing developed commercial <br /> parcel that is currently served by adequate public infrastructure and services.Access to the <br /> site is provided via North State Route 99 West Frontage Road,a County-maintained roadway <br /> capable of accommodating the proposed use.The site is served by an existing on-site well, <br /> private septic system,and existing storm drainage facilities,which are adequate to support <br /> the proposed use within the existing building. The Administrative Use Permit does not <br /> propose expansion of the site or increased service demands beyond those typical of <br /> existing commercial operations. Therefore, the site is adequately served by streets, water <br /> supply, drainage, and other necessary public facilities and services. <br /> 7. The proposed use complies with all applicable provisions of this Title. <br /> • This finding can be made because the proposed trailer service, repair, and sales facility is <br /> an allowed use within the Rural Service Commercial (C-RS) zoning district subject to <br /> approval of an Administrative Use Permit. The project will operate within an existing <br /> building and previously approved site improvements established under prior Planning <br /> approvals.No new construction or modifications to the site are proposed that would conflict <br /> with applicable development standards, including setbacks, parking, access, and site <br /> design requirements. The project will be required to comply with all applicable provisions <br /> of the San Joaquin County Development Title and any conditions of approval.
