CP26 - UST FULL Inspection Report Date: January 20, 2026 Facility Address: 2575 COUNTRY CLUB BLVD, STOCKTONCOUNTRY CLUB MOBIL CIRCLE K Facility Name: Environmental Health DepartmentAMENDED 1/22/2026 4 23 CCR 16 2613(a)(4) and (b), 2650(a), (c), and (e) 2011012 - Facility has submitted and maintains a monitoring site plan OBSERVATION: Owner/Operator failed to submit and maintain a monitoring site plan for approval by the UPA. - The monitoring site plan must include, but is not limited to, the following: (1) a scaled diagram indicating the layout of the tank(s) and piping to the extent known, including containment sumps. (2) locations of all release detection equipment; and (3) if applicable, each vacuum, pressure, or hydrostatic interstitial monitoring zone. - An approved copy of the monitoring plans were not available on site for inspection. CORRECTIVE ACTION: Submit a complete and accurate UST Monitoring Site Plan to CERS and maintain copy onsite for review. This is a Repeat (Class 2) Violation. 5 23 CCR 16 2613(a)(6) and (b), 2650(a), (d), and (e) 2011013 - Facility has submitted a complete and accurate UST Response Plan OBSERVATION: Owner/Operator failed to submit a complete and accurate UST Response Plan. - The emergency contact information of persons responsible were missing. Include phone numbers for each persons. CORRECTIVE ACTION: Submit a complete and accurate UST Response Plan to CERS and maintain copy onsite for review. This is a Repeat (Class 2) Violation. 6 23 CCR 16 2613(a)(7), 2690(a)(5); HSC 6.7 25292.2 2011008 - Submitted/maintained current Cert of Financial Responsibility/mech of financial assurance (TCR 11) OBSERVATION: Owner/Operator failed to submit and/or maintain a complete and current Certification of Financial Responsibility or other mechanism of financial assurance. - The most recent financial responsibility documents in CERS are dated 8/1/24. - Current financial responsibility documents were not found on site. CORRECTIVE ACTION: Submit to CERS a complete and current Certification of Financial Responsibility, or other mechanism of financial assurance within 30 days. Maintain a copy onsite for review. This is a Repeat (Class 2) Violation. 30 23 CCR 16 2613(c)(3), 2633, 2640(e), 2642(k), 2660(c) and (e), 2664; HSC 6.7 25284.2 2031001 - Spill buckets meet requirements, have been tested as required, and records kept for 36 mths (TCR 9a) OBSERVATION: Owner/Operator failed to meet one or more of the following spill container requirements: maintain testing records for 36 months. - 3/15/23 Spill Container test results not on site. - 1/31/24 Spill Container test results not on site. - 1/24/25 Spill Container test results not on site. CORRECTIVE ACTION: Maintain copies on site for all testing records for 36 months. This is a Repeat (Class 2) Violation. 31 23 CCR 16 2613(c)(4), 2633, 2640(f), 2660(c) and (e), 2665 2031002 - Overfill prevention system meets overfill requirements, tested as required, records kept (TCR 9b) OBSERVATION: Owner/Operator failed to meet one or more of the requirements applicable to overfill prevention equipment: - Overfill prevention testing was previously performed on 1/26/21 and was due on January 2024. The testing was completed on 12/16/25, 23 months past due. - 12/16/25 Overfill Prevention test results not on site. CORRECTIVE ACTION: Maintain overfill prevention system to comply with the deficiencies noted above. Maintain copies on site for all testing records for 36 months.
