<br />27 CCR 20750 - Site Maintenance <br />Burrows were observed on the eastern, northern, and southern slopes. Exposed waste <br />was not observed at the burrows. This is a repeat violation. Failure to correct the <br />violation can result in the local enforcement agency (LEA) taking further enforcement <br />action. <br />A.) Repair burrows with clean soil. <br />B.) Operator is to implement controls to prevent future burrows. <br />Areas of Concern <br />27 CCR 21190 - Postclosure Land Use <br />Water treatment equipment, empty 55 gallon poly drums, and asphalt are stockpiled on <br />site. Equipment was observed along the southwest and southeast fence line. <br />Equipment and poly drums were observed in the gun range area. Asphalt and wood <br />waste were observed at the base of the eastern slope. Asphalt was observed on top of <br />the southern slope. This is a repeat area of concern. <br />A.) Pursuant to the “Postclosure Land Use” (PCLU) provisions of Title 27 CCR, Section <br />21190, all proposed post closure land uses on “pre-regulation” closed sites converting <br />the site from non-irrigated open space shall be incorporated into a PCLU Plan prior to <br />commencement of construction. The PCLU Plan shall be submitted to the LEA, the <br />Regional Water Quality Control Board (RWQCB), local air district and local land use <br />agency for review and approval. <br />B.) Remove all items and discontinue the use of the site as storage. <br /> <br />27 CCR 20820 - Drainage and Erosion Control <br />Erosion channels observed on the southern slope. No exposed waste was observed at <br />the erosion channels. This is a repeat area of concern. <br />A.) Repair the erosion channels to prevent future waste exposure. <br /> <br />B.) Provide adequate erosion control. <br /> <br />Inspection Report Comments <br />1. A minimal amount of spent shell casings were observed at the gun range.
