City Of Escalon The above facility was inspected for compliance with applicable sections of Division 30 of the Public Resources Code (PRC) and Title 14 and Title 27, California Code of Regulations (CCR). Violations 27 CCR 21190 - Postclosure Land Use Water treatment equipment, empty 55 gallon poly drums, and asphalt are stockpiled on site. Equipment was observed along the southwest and southeast fence line. Equipment and poly drums were observed in the gun range area. Asphalt and wood waste were observed at the base of the eastern slope. Asphalt was observed on top of the southern slope. This was previously an area of concern. A.) Pursuant to the “Postclosure Land Use” (PCLU) provisions of Title 27 CCR, Section 21190, all proposed post closure land uses on “pre-regulation” closed sites converting the site from non-irrigated open space shall be incorporated into a PCLU Plan prior to commencement of construction.
