CAR Renewal <br />Application Sims Metal <br />Sims Metal has been a part of the CAR program since its inception: handling, <br />processing, and shipping units and Materials Requiring Special Handling (MRSH). <br />However, in recent years, Sims Metal changed its appliance receiving policy. Only <br />processed appliances with Form 1430s are accepted. If an orphan appliance comes in <br />undetected, the appliance is inspected, listed on Form 1459, and if there are MRSH <br />evident, the appliance will be staged and shipped to the Hayward yard (30104 <br />Industrial Parkway SW) where the onsite subcontractor, Viking Commodities, will <br />depollute the unit. <br />In response to the CAR application's requirement to describe MRSH knowledge, <br />training, health and safety, proposed removal processes, storage, and disposition of <br />wastes, Sims offers the following discussion and attachments. <br />General Knowledge <br />MRSH are found as follows. <br />Washing machines: mercury switches, oil, capacitors <br />Dryers: capacitors <br />Refrigerator/freezers/air conditioners: Freon, compressor oil (RCRA waste), <br />capacitors <br />Stoves: mercury switches, capacitors, ballasts <br />Microwaves: capacitors <br />Training: Employees originally received training from Henry Warner of Freon Free. <br />All of the appliances were discussed and dismantled, using hands-on training. Notes <br />are included in Attachment A. There is no need to give staff refresher training. New <br />employees are trained using Sims' Inspection Control SOP, and if necessary, the DTSC <br />guidance documents and the notes of Attachment A, along with supervised hands-on <br />experience. <br />Health and Safety: Employees wear leather gloves, safety boots, and safety <br />glasses while handling appliances. Refrigerators, freezers, air conditioners <br />are serviced by Viking Commodities. <br />Removal Process: See Attachment A. <br />Storage: In the unlikely event that MRSH is found, Sims operates the MRSH with <br />satellite accumulation stations that have one-year accumulation periods. <br />Attachment B shows the proper storage and handling for MRSH that Sims follows. <br />Most MRSH are unbreakable. Fluorescent tubes are placed in dedicated cardboard <br />boxes. The number of each type of appliance is recorded each month. <br />Disposition of Wastes: Viking Commodities remove the Freon and compressor oils. <br />Oil drained from washers goes into the waste oil drum. Capacitors, ballasts, mercury <br />switches are stored in separate, labeled 5- gallon plastic buckets as indicated on <br />Attachment B. Care is taken to segregate PCB -containing ballasts or capacitors. <br />Waste oil is removed quarterly and the other MRSH are removed annually, under <br />Satellite Accumulation Station regulations. <br />
