SAN JOAQUIN Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PEARL CROP INC 11550 INDUSTRIAL DR, STOCKTON October 02, 2025 <br /> 11 CA Code of Regulations 66262.11 3030005 - Determined if waste generated is hazardous waste <br /> OBSERVATIONS: During the inspection, facility personnel stated that the B&L Neeley Inc. Cleaner Solv Liquid #30 <br /> observed in the chemical storage shed is used to cleanout the grates inside the facility. Employee Ervin stated that debris <br /> is removed, then approximately 3 gallons of cleaner is mixed with water to clean the grates. EH&S Manager Jackie Serra <br /> stated she believes the waste wash water is disposed of down the drain and the facility does not have a discharge permit <br /> with City of Stockton. The facility has not made a hazardous waste determination on the waste wash water. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste as <br /> specified in Title 22 California Code of Regulations (CCR). There are wastes that are listed as hazardous wastes. There <br /> are wastes that exhibit one or more of the hazardous waste characteristics: toxic, corrosive, reactive or ignitable. <br /> Title 22 CCR section 66261.2— Definition of Waste <br /> Title 22 CCR section 66261.3— Definition of Hazardous Waste <br /> A business operator shall keep records of any hazardous waste determinations made in accordance with Title 22 <br /> California Code of Regulations (CCR)section 66262.11 for at least three years from the date that the waste was last sent <br /> to an on-site or off-site treatment, storage, or disposal facility. <br /> CORRECTIVE ACTION: Immediately stop disposing of the waste wash water down the drain, make a hazardous waste <br /> determination and manage it according to Title 22 CCR. Use Safety Data Sheets (SDS), waste sampling and test results <br /> or other knowledge to support your hazardous waste determination. Waste testing must be done using methods specified <br /> in Title 22 CCR including sections 66261.20-24. Submit a statement and supporting documentation with your hazardous <br /> waste determination. Demonstrate current storage and labeling for wastes determined to be hazardous wastes. <br /> This is a (Class 2)Violation. <br /> 14 CA Health and Safety Code 25404(e)(4) 3010036- Program data reported electronically, and accurately, when required <br /> OBSERVATION: This business's hazardous waste activities have not been reported on the California Environmental <br /> Reporting System (CERS)website. <br /> REGULATION GUIDANCE: Each regulated business shall report program data electronically on the CERS website. <br /> CORRECTIVE ACTION: Immediately report your business activities including the hazardous waste program on the <br /> CERS website. Provide a corrective action statement to the San Joaquin County Environmental Health Department <br /> within 30 days. <br /> This is a (Class 2)Violation. <br /> 21 CA Code of Regulations 66262.34(d) 3030010 - Disposed of hazardous waste within 180 days of accumulation start <br /> date <br /> OBSERVATION: The following hazardous waste container was found on-site with no accumulation start date: <br /> -One full 5-gallon bucket of oily rags. Safety employee Ervin stated the rags were used and awaiting pickup from Unifirst. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in compliance <br /> with Title 22 California Code of Regulations.
