SAN JOAQUIN Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PEARL CROP INC 11550 INDUSTRIAL DR, STOCKTON October 02, 2025 <br /> 23 CA Code of Regulations 66262.34(f) 3030007 - Labeled all containers or portable tanks containing hazardous waste <br /> OBSERVATION: One hazardous waste container was observed on-site with incomplete labeling. The container was: <br /> -One full 5-gallon bucked of used oily rags observed with no hazardous waste label and no other required information. <br /> Safety employee Ervin stated the rags were used and awaiting pickup from Unifirst. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br /> "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition (contents), <br /> accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective action <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD)within 30 <br /> days. <br /> This is a (Minor)Violation. <br /> 26 CA Code of Regulations 66262.34(d)(2) 3030017 - Containers of hazardous waste closed except when adding or <br /> removing waste <br /> OBSERVATION: The following open hazardous waste storage container was observed on-site: <br /> -One full 5-gallon bucket of oily rags was observed with no lid. Safety employee Ervin stated the rags were used and <br /> awaiting pickup from Unifirst. <br /> REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and storage, <br /> except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed when <br /> not adding or removing waste. Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department within 30 days. <br /> This is a (Minor)Violation. <br /> 29 CA Code of Regulations 66261.7 3030058 - Empty containers > 5 gallons properly managed <br /> OBSERVATION: Approximately 12 empty 55-gallon poly drums were observed in the empty container storage area <br /> inside the outdoor chemical storage cage. The empty drums were not labeled with the date they were emptied. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous waste <br /> must be managed per Title 22 California Code of Regulations (CCR)section 66261.7. Refer to this section and California <br /> Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage within one <br /> year of that date. Manage the container per Title 22 CCR section 66261.7. Provide a corrective action statement and <br /> supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a (Minor)Violation. <br /> 51 CA Code of Regulations 66262.34(d)(2) 3030034 -Tests and maintains all required safety equipment at the facility <br /> OBSERVATION: The two spill kits in the outdoor chemical storage cage were not maintained. Neither spill kit in that area <br /> contained any absorbent materials. One kit contained only a plastic hose and the other kit contained only plastic/poly <br /> bags. <br /> REGULATION GUIDANCE: All facility communications or alarm systems, fire protection equipment, spill control <br /> equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure its <br /> proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring all emergency response equipment into proper working order by repair, replacement or <br /> testing.
