A dOAQU1N Environmental Health Department <br /> CQLJIVTY AMENDED <br /> 7/3/2025 <br /> CP22 - HW LQG Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FLAG CITY TRUCK SERVICE 6386 CAPITOLAVE, LODI June 19 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank <br /> inspection records. <br /> -The facility has a 1,300 gallon hazardous waste tank of used oil.The facility could not provide daily tank inspection <br /> records for the past three years. <br /> REGULATION GUIDANCE: (a)The owner or operator shall inspect,where present, at least once each operating <br /> day: (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to <br /> ensure that it is in good working order; (2)the aboveground portions of the tank system, if any,to detect corrosion or <br /> releases of waste; (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and <br /> temperature gauges, monitoring wells)to ensure that the tank system is being operated according to its design; (4) <br /> the construction materials and the area immediately surrounding the externally accessible portion of the tank system <br /> including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous waste <br /> (e.g.,wet spots, dead vegetation); and (5)for uncovered tanks,the level of waste in the tank,to ensure compliance <br /> with section 66265.194(b)(3). (c)The owner or operator shall document in the operating record of the facility an <br /> inspection of those items in subsection (a)of this section. <br /> CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br /> inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days. <br /> This is (Class 2)Violation. <br /> 51 CA Code of Regulations 66266.130 3030004- Properly manages used oil filters and fuel filters. <br /> OBSERVATION: Containers of used metal oil filters out of compliance with the storage rules were observed on-site. <br /> -A 55 gallon drum of used metal oil filters was found with a pool of used oil, mixed with air filters and various other <br /> items. This container was located outside of the building near the entrance for trucks to be serviced. <br /> -A 55 gallon black drum of used metal oil filters did not have a lid.Additionally, it did not have a label stating "drained <br /> used oil filters"with an accumulation start date. <br /> REGULATION GUIDANCE:Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health &Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately drain all metal oil and fuel filters of free-flowing liquid, store them in closed, <br /> rainproof containers. Label the container with the words"drained used oil filters"or"used gasoline filters",depending <br /> on the contents. Mark the container with an accumulation start date. Dispose of all used filters stored on-site greater <br /> than one year. Used filters not stored, handled and disposed of according to this section are regulated as hazardous <br /> waste.
