Multiple empty 275 gallons totes are observed inside the boneyard. REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous waste must be managed per Title 22 California Code of Regulations (CCR)section 66261.7. Refer to this section and California Department of Toxic Substances Control guidance for more information. CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage within one year of that date. Manage the container per Title 22 CCR section 66261.7. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD)within 30 days. This is a (Minor)Violation. 38 CA Code of Regulations 66266.130 3030004 - Properly manages used oil filters and fuel filters #1 OBSERVATION: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed on-site. The following used metal oil or fuel filter containers were on-site: One 55 gallons drums of used metal oil filters was observed without accumulation start date. #2 OBSERVATION: A complete three year bill of lading record for used filter recycling was not observed during the inspection. Bills of lading were not observed for the following date range: 2023 -2025 REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. California Health & Safety Code section 25250.22 Fuel Filters CORRECTIVE ACTION: Drain oil/fuel filters; store in closed rainproof containers with start date. Dispose after 1 year. Immediately obtain all missing bill of lading recycling records that can be found. Used, drained, metal filters not stored, handled and disposed of according to this section are regulated as hazardous waste. Provide a corrective action statement, bill of lading recycling records and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. This is a (Class 2)Violation. 48 CA Code of Regulations 66262.34(d)(2) 3010022 - Posted emergency information next to the telephone OBSERVATION: Modified contingency plan information was not posted at the facility. REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the fire department unless the facility has a direct alarm. CORRECTIVE ACTION: Immediately post the modified contingency plan information or keep a copy of a complete consolidated emergency response/contingency plan on-site. Provide a statement to the San Joaquin County Environmental Health Department that the correction is complete. This is a (Minor)Violation.
