Environmental Health Department <br />CP22 - HW LQG Inspection Report <br />Date: <br />June 05, 2025 <br /> Facility Address: <br /> 1020 E Alpine AVE, Stockton <br /> Facility Name: <br /> Transit America Services Inc <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />This is (Class 2) Violation. <br />CA Code of Regulations 66262.34(f) 3030007 - Labeled all containers or portable tanks containing hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers were: <br />-55-gallon drum containing paper filters in the Hazardous Waste collection area with a hazardous waste label missing <br />the hazardous properties and physical state <br />-55-gallon drum containing metal filters in the Hazardous Waste collection area with a hazardous waste label missing <br />the accumulation start date. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br />“Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition (contents), <br />accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD) <br />within 30 days. <br />This is a repeat violation (Class 2) Violation. <br /> 28 <br />CA Code of Regulations 66265.192(k) 3010026 - Written hazardous waste tank system assessment meets all <br />requirements. <br />OBSERVATION: This facility has hazardous waste tanks with incomplete tank assessments. <br />-Results of a leak test, internal inspection, or other tank system integrity examination including the type of integrity <br />examination performed (i.e. ultrasonic, internal examination, volumetric tank test, pipeline pressure test) were not <br />included for the 2,000-gallon capacity waste antifreeze tank and the 2,000-gallon capacity used oil tank. <br />-The "preset volume" or "preset level" at which the audible/visual alarms are triggered for overfill prevention were not <br />evaluated for the 2,000-gallon capacity waste antifreeze tank and the 2,000-gallon capacity used oil tank. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66265.191 Assessment of Existing Tank <br />System's Integrity. The Tank Assessment shall address , at a minimum, the items outlined in Title 22 California Code <br />of Regulations section 66265.191(b)(5)(B). The full list of requirements for the Tank Assessment are included in <br />66265.191(g). <br />CORRECTIVE ACTION: Have a qualified Professional Engineer update the tank assessment and add the missing <br />sections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br />Environmental Health Department (EHD) within 30 days. Provide a copy of the updated assessment, when available. <br />This is (Class 2) Violation. <br /> 40 <br />CA Code of Regulations 66265.195 3030029 - Conducts/documents daily inspections of hazardous waste tank <br />system. <br />OBSERVATION: The facility has a hazardous waste tank and multiple daily tank inspection record checklists were <br />observed to be incomplete. <br />-Both question 6 (compatibility of tank and hazardous contents) and question 7 (accumulation start date is less than <br />90 days from the current date) were left blank on the 1/6/25, 1/21/25 and the 4/10/25 daily inspection checklists. <br />-Questions 2 through 7 were left blank on the 2/24/23 daily inspection checklist. <br /> 43 <br />FA0022230 PR0538718 SC001 06/05/2025 <br />EHD Rev. 12/06/2021 CP22 - HW LQG OIRPage 5 of 7 <br />1868 E.
