(Partner) is pleased to submit this proposal to provide environmental <br /> services for the above-referenced property. To authorize Partner to proceed with this project, please sign <br /> and date the attached Authorization and forward the entire agreement by fax or email to Partner. <br /> Project History <br /> Partner completed a Phase 1 Environmental Site Assessment Report (Phase 1) for the subject property, dated <br /> February 3, 2022, on behalf of CRP Affordable Housing & Community. Based on the information reviewed <br /> and the site reconnaissance, the subject property consists of seven parcels of land comprising 0.466 acres <br /> of land located on the east side of North Central Avenue within a commercial area of Tracy, San Joaquin <br /> County, California. The subject property is currently vacant land. <br /> According to available historical sources, the subject property was developed with a variety of commercial <br /> uses that included several structures that included a general store, post office, saloons, a hotel,theater, and <br /> sheds from as early as 1892 to 1913; developed with commercial uses including a dance hall with saloon <br /> and"rooms"and unidentified stores from 1921 to 1947;and a restaurant in 1956 in three attached structures <br /> and left vacant circa 1987. By 1967, the north mid-section of the middle structure had been razed and by <br /> 1972 to 1974 two buildings remained; and by 1982, only the east structure remained. By 1987, the subject <br /> property was graded and vacant land. Identified occupants Tenants on the subject property include Knotty <br /> Pine Club Restaurant (1956-1970) and Guadalajara Club (1976-1985). <br /> The following recognized environmental conditions (RECs) were identified in the Phase I: <br /> • Tidewater. Associated Oil Company(TAOC) 6th Street Tracy Railyard (Bowtie) at 11 West Sixth Street, <br /> is identified as a San Joaquin Site Mitigation List site in the regulatory database report. The San <br /> Joaquin Site Mitigation List is a list of site mitigation sites in San Joaquin County for permitting and <br /> inspection of cleanup sites and releases provided by the San Joaquin County Environmental Health <br /> Department (SQEHD). This listing indicates that site remediation took place at this location relating <br /> to a spill or release. Further investigation of the listing indicates that this listing is due to a release <br />
