SAN J OAQ U N Environmental Health Department <br /> Large Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Jazz Group Inc. 12142 W YOSEMITE AVE, MANTECA July 31, 2025 <br /> 14 CA Code of Regulations 66262.11 3030005 - Determined if waste generated is hazardous waste <br /> OBSERVATIONS: Diesel particulates from a used diesel particulate filter were observed on the driveway, outside the <br /> southwest corner of the shop building. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste as <br /> specified in Title 22 California Code of Regulations (CCR). There are wastes that are listed as hazardous wastes. There <br /> are wastes that exhibit one or more of the hazardous waste characteristics: toxic, corrosive, reactive or ignitable. Title 22 <br /> CCR section 66261.2— Definition of Waste Title 22 CCR section 66261.3—Definition of Hazardous Waste A business <br /> operator shall keep records of any hazardous waste determinations made in accordance with Title 22 California Code of <br /> Regulations (CCR)section 66262.11 for at least three years from the date that the waste was last sent to an on-site or <br /> off-site treatment, storage, or disposal facility. The records may include Safety Data Sheets (SDS), waste test results or <br /> other hazardous waste determination documentation. <br /> CORRECTIVE ACTION: Immediately make a hazardous waste determination for the waste, and manage it according to <br /> Title 22 CCR. Use Safety Data Sheets (SDS), waste sampling and test results or other knowledge to support your <br /> hazardous waste determination. Waste testing must be done using methods specified in Title 22 CCR including sections <br /> 66261.20-24. Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate <br /> current storage and labeling for wastes determined to be hazardous wastes. Provide disposal records for wastes <br /> determined to be hazardous wastes and stored longer than the number of days specified in Title 22 CCR for your <br /> hazardous waste generator status. <br /> This is a (Class 2)Violation. <br /> 28 CA Code of Regulations 66262.17(a)(5)(A) 3030007 - Labeled all containers or portable tanks containing hazardous <br /> waste <br /> OBSERVATION: Hazardous waste container was observed on-site with incomplete labeling. The container was: <br /> - One 55-gallon blue steel drum of spent absorbent with incorrect labeling. It was labeled as oily water and as a liquid <br /> physical state. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br /> "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition (contents), <br /> accumulation start date. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by crossing out"oily water" and writing "oily <br /> solids" and marking the physical state as "solid". No further action is required to correct this violation. <br /> This is a Repeat(Class 2)Violation. <br /> 39 CA Code of Regulations 66265.192(h) 3010032 -Written hazardous waste tank system assessment/reassessment by <br /> P.E. completed <br /> OBSERVATION: This facility has a 500-gallon hazardous waste oil tank which has not been reassessed by a <br /> Professional Engineer within the past five years. <br /> REGULATION GUIDANCE: The assessment specified in subsection (k) of this section shall be obtained prior to placing <br /> a new tank system in service and shall be kept on file at the facility. This assessment shall be reviewed and certified by <br /> an independent, qualified, professional engineer, registered in California, in accordance with section 66270.11(d), <br /> attesting that the tank system has sufficient structural integrity and is acceptable for the transferring, storing and treating <br /> of hazardous waste. The assessment shall be valid for a maximum period of five (5)years or the remaining service life of <br /> the tank system, as stated in the engineer's assessment, whichever is less. <br /> CORRECTIVE ACTION: Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department (EHD)within 30 days.
