The following is an itemized list of CP22 - AST Non-Qualified violations that have not <br /> been addressed for CALIFORNIA FREIGHT as of January 30, 2026. <br /> Open violations from November 05, 2025 inspection <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation #60 - 4030019 - Each container installation has a liquid level sensing device.. <br /> OBSERVATION: Facility failed to design or update each container installation in accordance with good engineering <br /> practice to avoid discharges and failed to provide for each container installation the following : - Fast response <br /> system, such as a digital computer, telepulse, or direct vision gauge. If a direct vision gauge is being used for <br /> determining the liquid level of each tank, a person must be present to monitor gauges and the overall filling of the <br /> tanks. The direct vision gauge on the 275 gallon motor oil was observed to be damage, the glass was missing. <br /> REGULATION GUIDANCE: (c)(8) Engineer or update each container installation in accordance with good engineering <br /> practice to avoid discharges. You must provide at least one of the following devices: (i) High liquid level alarms with an <br /> audible or visual signal at a constantly attended operation or surveillance station. In smaller facilities, an audible air <br /> vent may suffice. (ii) High liquid level pump cutoff devices set to stop the flow at a predetermined container content <br /> level. (iii) Direct audible or code signal communication between the container gauger and the pumping station. (iv) A <br /> fast response system for determining the liquid level of each bulk storage container such as digital computers, <br /> telepulse, or direct vision gauges. If you use this alternative, a person must be present to monitor gauges and the <br /> overall filling of bulk storage containers. <br /> CORRECTIVE ACTION: Immediately install an approved liquid level sensing device on [LIST TANKS] in accordance <br /> with CFR 112.8 and implement necessary procedures to ensure that this device is fully functional and in use at all <br /> times during tank's filling operations, provide proof of correction to the EHD. <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation #61 - 4030022 - Liquid level sensing devices regularly tested to ensure proper operation. <br /> OBSERVATION: Liquid level sensing devices for the 12,000 gallon diesel tank, (2) 275 gallon motor oil tanks, used oil <br /> 400 gallon, and 400 gallon motor oil have not been tested. The liquid level sensing device on the 275 gallon motor oil <br /> was observed to be damage as the glass is missing. <br /> REGULATION GUIDANCE: (c)(8)(v) You must regularly test liquid level sensing devices to ensure proper operation . <br /> CORRECTIVE ACTION: Liquid level sensing devices must be installed in accordance with CFR 112.8 and shall be <br /> regularly tested to ensure proper operation. Immediately conduct all necessary testing of 12,000 gallon diesel tank, <br /> (2) 275 gallon motor oil tanks, used oil 400 gallon, and 400 gallon motor oil liquid level sensing devices to ensure <br /> proper operation, submit test results to the EHD. <br /> Page 8 of 10 <br />
