Small Quantity Hazardous Waste Generator Program Inspection Report Date: September 11, 2025 Facility Address: 809 SNEDEKER AVE, C, STOCKTONCANARY RENEWABLES CORP Facility Name: Environmental Health Department 6 CA Code of Regulations 66262.40(a) 3010010 - Signed copy of Uniform Hazardous Waste Manifest kept for 3 years OBSERVATION 1: The business operator could not provide hazardous waste disposal records for the past three years during the inspection. The missing manifests are: -019921412FLE -019921414FLE This observation was corrected during the inspection. __________ OBSERVATION 2: A designated facility signed and dated copy of a Uniform Hazardous Waste Manifest (UHWM) was not found on-site. The missing manifest is: -019921413FLE __________ OBSERVATION 3: Manifest 019921869FLE observed on site was illegible. REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. The hazardous waste generator must submit an exception report to the California Department of Toxic Substances Control (DTSC) within 45 days if the destination facility signed manifest copy is not received from the transporter or designated facility. CORRECTIVE ACTION: Observation 1 was corrected on site, no further action is required for observation 1. For observations 2 and 3, provide signed and legible copies of manifest 019919413FLE and manifest 019921869FLE to the EHD within 30 days and maintain copies on site for three years. This is a (Class 2) Violation. 11 CA Code of Regulations 66262.11 3030005 - Determined if waste generated is hazardous waste OBSERVATIONS: The facility failed to make a hazardous waste determination for the following waste observed on site: -Oily liquid observed inside an open 5-gallon plastic bucket placed under the outlet of a pipe on the west side of the exterior warehouse wall. See photos IMG_2182 and IMG_2183. -One 55-gallon poly drum observed uncapped at the end of a pipe outlet from a tank in the distillation area. See photo IMG_2184. -One approximately 5-gallon metal bucket that appeared eroded with a layer of coagulated debris in the tank farm area. The bucket had an open funnel placed in the opening and was being used as catchment for the end of a pipe coming from a tank. See photo IMG_2185. -Multiple open plastic totes containing oily liquid observed being used as catchments at the end of pipes coming from the tanks in the tank farm. See photos IMG_2198, IMG_2199, IMG_2200, IMG_2201 and IMG_2202. -Rust colored dust and debris inside an open 5-gallon plastic bucket observed in the tank farm area. An NFPA diamond placard and a crumpled piece of paper was also observed inside the bucket. See photo IMG_2206 and IMG_2207. -Coagulated oily debris observed inside and surrounding all catchment basins inside the secondary containment of the tank farm area. See photos IMG_2204, IMG_2205, IMG_2207, IMG_2208. -Two 55-gallon poly drums in the northeast corner of the processing room labeled "Lab Waste Water" and "Waste Water" respectively. See photo IMG_2218. -Oily sludge observed in a large metal bin located under an outlet from the tank system in the processing room. See photos IMG_2219 and IMG_2220. -Oily sludge observed in the secondary containment of tank T-639 in the processing room. See photos IMG_2221 and IMG_2222. -A rag and used gloves inside an approximately 5-gallon metal container in the warehouse labeled "Used Oil".
