Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />September 11, 2025 <br />Facility Address: <br />809 SNEDEKER AVE, C, STOCKTONCANARY RENEWABLES CORP <br />Facility Name: <br />Environmental Health Department <br />6 CA Code of Regulations 66262.40(a) 3010010 - Signed copy of Uniform Hazardous Waste Manifest kept for 3 years <br />OBSERVATION 1: The business operator could not provide hazardous waste disposal records for the past three years <br />during the inspection. The missing manifests are: <br />-019921412FLE <br />-019921414FLE <br />This observation was corrected during the inspection. <br />__________ <br />OBSERVATION 2: A designated facility signed and dated copy of a Uniform Hazardous Waste Manifest (UHWM) was <br />not found on-site. The missing manifest is: <br />-019921413FLE <br />__________ <br />OBSERVATION 3: Manifest 019921869FLE observed on site was illegible. <br />REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with <br />section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility which <br />received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was <br />accepted by the initial transporter. The hazardous waste generator must submit an exception report to the California <br />Department of Toxic Substances Control (DTSC) within 45 days if the destination facility signed manifest copy is not <br />received from the transporter or designated facility. <br />CORRECTIVE ACTION: Observation 1 was corrected on site, no further action is required for observation 1. For <br />observations 2 and 3, provide signed and legible copies of manifest 019919413FLE and manifest 019921869FLE to the <br />EHD within 30 days and maintain copies on site for three years. <br />This is a (Class 2) Violation. <br />11 CA Code of Regulations 66262.11 3030005 - Determined if waste generated is hazardous waste <br />OBSERVATIONS: The facility failed to make a hazardous waste determination for the following waste observed on site: <br />-Oily liquid observed inside an open 5-gallon plastic bucket placed under the outlet of a pipe on the west side of the <br />exterior warehouse wall. See photos IMG_2182 and IMG_2183. <br />-One 55-gallon poly drum observed uncapped at the end of a pipe outlet from a tank in the distillation area. See photo <br />IMG_2184. <br />-One approximately 5-gallon metal bucket that appeared eroded with a layer of coagulated debris in the tank farm area. <br />The bucket had an open funnel placed in the opening and was being used as catchment for the end of a pipe coming <br />from a tank. See photo IMG_2185. <br />-Multiple open plastic totes containing oily liquid observed being used as catchments at the end of pipes coming from the <br />tanks in the tank farm. See photos IMG_2198, IMG_2199, IMG_2200, IMG_2201 and IMG_2202. <br />-Rust colored dust and debris inside an open 5-gallon plastic bucket observed in the tank farm area. An NFPA diamond <br />placard and a crumpled piece of paper was also observed inside the bucket. See photo IMG_2206 and IMG_2207. <br />-Coagulated oily debris observed inside and surrounding all catchment basins inside the secondary containment of the <br />tank farm area. See photos IMG_2204, IMG_2205, IMG_2207, IMG_2208. <br />-Two 55-gallon poly drums in the northeast corner of the processing room labeled "Lab Waste Water" and "Waste Water" <br />respectively. See photo IMG_2218. <br />-Oily sludge observed in a large metal bin located under an outlet from the tank system in the processing room. See <br />photos IMG_2219 and IMG_2220. <br />-Oily sludge observed in the secondary containment of tank T-639 in the processing room. See photos IMG_2221 and <br />IMG_2222. <br />-A rag and used gloves inside an approximately 5-gallon metal container in the warehouse labeled "Used Oil". <br />(Continued in Overall Inspection Comments section at end of report) <br />This is a Repeat (Class 2) Violation. <br />1868 E.
