Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />September 11, 2025 <br />Facility Address: <br />809 SNEDEKER AVE, C, STOCKTONCANARY RENEWABLES CORP <br />Facility Name: <br />Environmental Health Department <br />23 CA Code of Regulations 66262.16(b)(4)(A) 3030007 - Labeled all containers or portable tanks containing <br />hazardous waste <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. A bottle of lab waste <br />was observed in the laboratory that was missing the accumulation start date. The facility was able to provide <br />documentation verifying the waste had not been on site longer than the 180 day maximum. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br />“Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition (contents), <br />accumulation start date <br />CORRECTIVE ACTION: This violation was corrected on site. No further action is required. <br />This is a (Minor) Violation. <br />51 CA Code of Regulations 66262.16(b)(6)(C) 3030034 - Tests and maintains all required safety equipment <br />at the facility <br />OBSERVATION: The facility failed to maintain secondary containment areas. <br />-The secondary containment for tank T-639 inside the processing area was observed to contain a thick layer of oily <br />sludge. <br />-The secondary containment system inside the tank farm was observed full of oily sludge through several grates and full <br />of oily liquid through one grate. The walls, grates, and ground around the perimeter of the grates were also observed to <br />have a thick layer of oily debris. <br />REGULATION GUIDANCE: All facility communications or alarm systems, fire protection equipment, spill control <br />equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure <br />its proper operation in time of emergency. <br />CORRECTIVE ACTION: Bring all secondary containment into proper working order by removing the oily liquid and <br />sludge in the secondary containment and placing in the proper waste container. Provide a corrective action statement <br />and supporting documentation to the San Joaquin County Environmental Health Department within 30 days. <br />This is a (Class 2) Violation. <br />1868 E.
