Facility Response Plan <br /> Canary Renewables <br /> Page 33 <br /> 1.8.2 Facility Drills/Exercises <br /> Canary Renewables is to develop a drill and exercise program that follows the guidelines outlined in <br /> United States Coast Guard's (USCG) Training Elements for Oil Spill Response as it applies to initial <br /> response at the Facility. Canary Renewables, in collaboration with Patriot Environmental Services, is to <br /> develop and implement a facility response training program outlined in Section 1.7.1. <br /> Plan Holder Exercises <br /> Canary Renewables is responsible for conducting the following exercises pursuant to 2016 National <br /> Preparedness for Response Exercise Program(PREP)Guidelines: <br /> I. Quarterly Emergency Coordinators notification exercises. <br /> 2. Quarterly emergency procedure exercises. <br /> 3. Annual Incident Management exercise: one exercise per triennial cycle must involve a worst-case <br /> discharge scenario.This includes a review of: <br /> a. Knowledge of the response plan <br /> b. Proper notification <br /> c. Communication system <br /> d. Ability to access Patriot Environmental Services <br /> 4. Semiannual equipment deployment (for equipment owned by the Facility). Include all personnel <br /> involved in equipment deployment. <br /> 5. Annual plan holder-initiated unannounced exercises, which may be emergency spill procedures, <br /> Incident Management exercises, or OSRO equipment deployment exercises. <br /> 6. Annual OSRO equipment deployment exercises. <br /> The Facility is to maintain proper documentation for self-certification for 5 years. See Appendix 3 for <br /> forms. The documentation must be in writing and signed by the authorized representative of the plan. <br /> Government Initiated Unannounced Exercises (GIUE) <br /> In addition to the planned holder exercises, the Facility may be responsible for a small discharge GIUE <br /> from the EPA. <br /> 1.8.2.1 Qualified Individual Notification Drill Logs <br /> See Appendix 10. <br /> 1.8.2.2 Spill Management Team Tabletop Exercise Logs <br /> See Appendix 10. <br /> 1.8.3 Response Training <br /> See Appendix 10. <br /> 1.9 DIAGRAMS <br /> See Figures 1 and 3, and Appendix 5.
