From: Manzo, Elena K. [EHD] <emanzo@sjgov.org>
Sent: Monday, January 26, 2026 3:43 PM
To: Lopez, Maria [EHD] <melopez@sjgov.org>
Cc: Saeed, Haza [EHD] <hsaeed@sjgov.org>
Subject: RE: APSA - 15453 N Thornton Rd, Lodi CA

Hi Maria

Here is my interpretation, per 40 CFR 112.7 (a)(3) states “and include a facility diagram, which must mark the location and contents of
each fixed oil storage container and the storage area where mobile or portable containers are located.”. Based on this language if they
mark the location and contents (diesel, waste oil etc.), they don’t need to identify gallons for each 55-gallon container that is the
storage area.

The requirement to list the capacity is detailed in 40 CFR 112.7 (a)(3)(i) which applies to the SPCC plan not the diagram “You must also
address in your Plan: (i) The type of oil in each fixed container and its storage capacity. “

Haza, what are your thoughts on this one?

Elena

From: Lopez, Maria [EHD] <melopez@sjgov.org>
Sent: Monday, January 26, 2026 3:26 PM
To: Manzo, Elena K. I'd prefer it
specifically stated what type of oil it is and the container size, such as "55 gallons - Used Oil".
That's how I've interpreted the regulations related to what is expected of the facility diagram.

Maria E.
