SAN J OAQ U I N AMENDED Environmental Health Department <br /> _ 9/18/2025 <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Vallev Transport Refrigeration Stockton 13798 S HIGHWAY, 99, Stockton July 22, 2025 <br /> 23 CA Code of Regulations 66262.16(b)(4)(F) 3030007 - Labeled all containers or portable tanks containing hazardous <br /> waste <br /> OBSERVATION: The following Hazardous waste containers were observed on-site with incomplete labeling: <br /> -> 1 black 55 gallon drum containing "Oily Solids" <br /> -> 1 black 55 gallon drum containing "Gasoline/diesel" <br /> -> 2 metallic circular containers with approximately a 5 gallon capacity, containing used oil. <br /> -> 1 black (heavily stained) 5 gallon bucket containing oily used gloves and rags <br /> -> 2 orange 5 gallon containers were found with approximately half an inch of used oil did not have an accumulation start <br /> date. <br /> -> 1 cardboard box containing used oily rags and gloves <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br /> "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition (contents), <br /> accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective action <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 <br /> days. <br /> This is a Repeat (Class 2)Violation. <br /> 24 CA Code of Regulations 66262.16(b)(2)(A) 3030013 -Accumulated hazardous waste in containers that are in good <br /> condition <br /> OBSERVATION: Hazardous waste was found stored on-site in containers that are not in good condition. <br /> -> 1 12"x 8"x 12" cardboard box containing used oily rags and gloves was observed with staining on the bottom portion of <br /> the box. <br /> REGULATION GUIDANCE: Hazardous waste shall be stored in a containers that are in good condition. If a container <br /> holding hazardous waste is not in good condition (e.g., severe rusting, apparent structural defects), or if it begins to leak, <br /> the owner or operator shall transfer the hazardous waste from this container to a container that is in good condition, or <br /> manage the waste in some other way that complies with the hazardous waste requirements. <br /> CORRECTIVE ACTION: Immediately transfer all hazardous wastes into containers that are in good condition. Provide a <br /> corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a (Class 2)Violation. <br /> 26 CA Code of Regulations 66262.16(b)(2)(C) 3030017 - Containers of hazardous waste closed except when adding or <br /> removing waste <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -> 2 metallic circular containers with approximately a 5 gallon capacity, containing used oil. <br /> -> 1 black (heavily stained) 5 gallon bucket containing oily used gloves and rags <br /> -> 2 orange 5 gallon containers containing approximately half an inch of used oil <br /> -> 1 cardboard box containing used oily rags and gloves <br /> REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and storage, <br /> except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
