Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />June 13, 2025 <br />Facility Address: <br />4405 PACIFIC AVE, STOCKTON7-ELEVEN INC #41341 <br />Facility Name: <br />Environmental Health Department <br />48 CA Code of Regulations 66262.34(d)(2) 3010022 - Posted emergency information next to the telephone <br />OBSERVATION: Modified contingency plan information was not posted at the facility. <br />REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas <br />directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of <br />the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the <br />fire department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: Immediately post the modified contingency plan information or keep a copy of a complete <br />consolidated emergency response / contingency plan on-site. Provide a statement to the San Joaquin County <br />Environmental Health Department that the correction is complete. <br />This is a Repeat (Class 2) Violation. <br />50 CA Code of Regulations 66262.34(d)(2) 3030032 - Facility equipped with all required emergency equipment <br />OBSERVATION: The facility is not equipped with the following equipment: <br />-A spill kit was not observed. The employees stated that they previously had absorbent but they used it and ran out <br />several weeks ago. <br />-Hazardous waste storage drums were not observed on site. The employees stated they were stolen several weeks ago <br />and that the manager plans to discuss it with the district manager but has not yet done so. <br />REGULATION GUIDANCE: All facilities shall be equipped with the following, unless it can be demonstrated to the <br />Department that none of the hazards posed by waste handled at the facility could require a particular kind of equipment <br />specified below: <br />(a) an internal communications or alarm system capable of providing immediate emergency instruction (voice or signal) <br />to facility personnel; <br />(b) a device, such as a telephone (immediately available at the scene of operations) or a hand-held two-way radio, <br />capable of summoning emergency assistance from local police departments, fire departments, or State or local <br />emergency response teams; <br />(c) portable fire extinguishers, fire control equipment (including special extinguishing equipment, such as that using foam, <br />inert gas, or dry chemicals), spill control equipment, and decontamination equipment; and <br />(d) water at adequate volume and pressure to supply water hose streams, or foam producing equipment, or automatic <br />sprinklers, or water spray systems . <br />CORRECTIVE ACTION: Immediately install the following equipment: spill kits and hazardous waste storage containers. <br />Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health <br />Department within 30 days. <br />This is a (Class 2) Violation. <br />51 CA Code of Regulations 66262.34(d)(2) 3030034 - Tests and maintains all required safety equipment at the facility <br />OBSERVATION: The eyewash station fluids observed on site are expired. <br />REGULATION GUIDANCE: All facility communications or alarm systems, fire protection equipment, spill control <br />equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure its <br />proper operation in time of emergency. <br />CORRECTIVE ACTION: Bring the eyewash station into proper working order by repair, replacement or testing. Provide <br />a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br />This is a (Class 2) Violation. <br />1868 E.
