Small Quantity Hazardous Waste Generator Program Inspection Report Date: June 13, 2025 Facility Address: 4405 PACIFIC AVE, STOCKTON7-ELEVEN INC #41341 Facility Name: Environmental Health Department 48 CA Code of Regulations 66262.34(d)(2) 3010022 - Posted emergency information next to the telephone OBSERVATION: Modified contingency plan information was not posted at the facility. REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the fire department unless the facility has a direct alarm. CORRECTIVE ACTION: Immediately post the modified contingency plan information or keep a copy of a complete consolidated emergency response / contingency plan on-site. Provide a statement to the San Joaquin County Environmental Health Department that the correction is complete. This is a Repeat (Class 2) Violation. 50 CA Code of Regulations 66262.34(d)(2) 3030032 - Facility equipped with all required emergency equipment OBSERVATION: The facility is not equipped with the following equipment: -A spill kit was not observed. The employees stated that they previously had absorbent but they used it and ran out several weeks ago. -Hazardous waste storage drums were not observed on site. The employees stated they were stolen several weeks ago and that the manager plans to discuss it with the district manager but has not yet done so. REGULATION GUIDANCE: All facilities shall be equipped with the following, unless it can be demonstrated to the Department that none of the hazards posed by waste handled at the facility could require a particular kind of equipment specified below: (a) an internal communications or alarm system capable of providing immediate emergency instruction (voice or signal) to facility personnel; (b) a device, such as a telephone (immediately available at the scene of operations) or a hand-held two-way radio, capable of summoning emergency assistance from local police departments, fire departments, or State or local emergency response teams; (c) portable fire extinguishers, fire control equipment (including special extinguishing equipment, such as that using foam, inert gas, or dry chemicals), spill control equipment, and decontamination equipment; and (d) water at adequate volume and pressure to supply water hose streams, or foam producing equipment, or automatic sprinklers, or water spray systems . CORRECTIVE ACTION: Immediately install the following equipment: spill kits and hazardous waste storage containers. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department within 30 days. This is a (Class 2) Violation. 51 CA Code of Regulations 66262.34(d)(2) 3030034 - Tests and maintains all required safety equipment at the facility OBSERVATION: The eyewash station fluids observed on site are expired. REGULATION GUIDANCE: All facility communications or alarm systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of emergency. CORRECTIVE ACTION: Bring the eyewash station into proper working order by repair, replacement or testing.
