The County submits engineering <br />designs for each module to the regulatory agencies for their review and approval prior to <br />construction. The design of each cell complies with CCR Title 27 and Subtitle D <br />construction and design standards. Every new cell design includes a detailed construction <br />quality assurance (CQA) plan. <br /> <br />x The original facility design was prepared by San Joaquin County staff and under the <br />supervision of Gabriel R. Karam, PE (RCE C33172). <br /> <br />x Module 1 was designed by Mr. Frederick W. Cope, PE (RCE C19691) of Shaw <br />Environment and Infrastructure. <br /> <br />x Extension of Module 1 liner onto a portion of Module ā€œIā€ refuse was designed by <br />Timothy Crandall (RCE C045599) of Kleinfelder Inc. <br /> <br />x Module 2A was designed by Kryzysztof Jesionek (RCE C48344) of Geosyntec <br />Consultants, Inc. <br /> <br />x Module 2B was designed by Jacob Russell (RCE C64512) of Geo-Logic Associates <br /> <br />5.3. General Design Parameters <br />5.3.1. Previous Design <br />Closed LF-1 is approximately 80-acres and was unlined, located in the center portion of <br />the existing Foothill Landfill property. Wastes were placed there from 1965 through 2003. <br /> <br />5.3.2. Future Designs <br />5.3.2.1. General <br />The landfill units will be designed per CCR Title 27 and Subtitle D Standards, under the <br />direction of a registered civil engineer. <br /> <br />5.3.2.2. Physical Setting
