2 of 2
Environmental Health Department

Description of Project and LEA’s Determination
North County Recycling Center and Sanitary Landfill is a 320-acre existing solid waste facility
located at 17720 E Harney Lane in unincorporated San Joaquin County. On February 11, 2026,
the LEA received an application package amending the Joint Technical Document (JTD).
The amendment proposes that the site use Alternative Daily Cover (ADC) materials in addition
to the currently approved Geosynthetic Fabric (Tarps). The additional proposed ADC materials
consist of: Processed Green Material, Compost Materials, Processed Construction & Demolition
(C&D) Wastes and Materials and Shredded Tires.
The LEA finds that the proposed change is consistent with all applicable certified and/or
adopted CEQA documents, is consistent with State Minimum Standards, and does not conflict
with the terms and conditions in the current solid waste facilities permit. The LEA approved the
amendment on February 17, 2026.

Where a copy of the application can be reviewed

A copy of the approved application for the Joint Technical Document amendment is available
for public review by appointment in the LEA office located at 1868 E. Hazelton Ave, Stockton,
CA 95205.

LEA Contact Information

If you have any questions after reviewing the above information or would like to schedule an
appointment to review the JTD Amendment, please contact Natalia Subbotnikova at (209) 468-
0338. You may also email the LEA regarding this matter at nsubbotnikova@sjgov.org .

Appeals Process Information

For information on the appeals process to challenge the LEA’s approval of the JTD Amendment,
you may contact Natalia Subbotnikova at (209) 468-0338.
