<br />2 of 2 <br />Environmental Health Department <br /> <br /> <br />Description of Project and LEA’s Determination <br />North County Recycling Center and Sanitary Landfill is a 320-acre existing solid waste facility <br />located at 17720 E Harney Lane in unincorporated San Joaquin County. On February 11, 2026, <br />the LEA received an application package amending the Joint Technical Document (JTD). <br />The amendment proposes that the site use Alternative Daily Cover (ADC) materials in addition <br />to the currently approved Geosynthetic Fabric (Tarps). The additional proposed ADC materials <br />consist of: Processed Green Material, Compost Materials, Processed Construction & Demolition <br />(C&D) Wastes and Materials and Shredded Tires. <br />The LEA finds that the proposed change is consistent with all applicable certified and/or <br />adopted CEQA documents, is consistent with State Minimum Standards, and does not conflict <br />with the terms and conditions in the current solid waste facilities permit.
