600 N Holt Road Project No.06304-01 Page 13
records release application. The well/pump permit (Permit No.: SR0064901) submitted for "soil
sampling and characterization" reports water encountered at 7 feet below ground surface (bgs) on
May 10, 2012. The general region is cut with numerous irrigation canals, with a canal adjacent
north of the AOC. The groundwater flow direction is anticipated to be coincident with topography,
to the west-southwest.
3.2 Contaminants of Concern
Pesticides associated with the washed exterior of aircrafts used for aerial pesticide application are a
concern for the Site. The pesticide-containing rinse water from planes reportedly drained directly
onto the soil between 1981 and 1988 while D&D Flying Service was in operation at the Site. While
most pesticides break down rapidly in the environment, there is a class of pesticides known as
organochlorine pesticides (OCPs) that are exceptionally persistent in the environment. As
neurotoxicants, many OCPs were banned in the United States, although a few are still registered for
use in this country. Due to the timeframe of operation of the D&D Flying Service ending in 1988,
OCPs are considered the contaminants of concern for the Site.
3.2.1 Receptors
Surface- Onsite
The Site is currently commercial agricultural land. The Site is not located in an Environmentally
Sensitive Habitat Area (ESHA). Potential receptors include agricultural farm workers.
Following regulatory closure of the Site, the subject property could potentially be developed for
residential use. In that case, receptors would include construction workers, and residents.
Surface- Offsite
The Site is primarily bordered by agricultural land, with several rural residential houses located
within less than one-quarter mile. The nearest public school is located 4.5 miles northwest of the
Site.
Groundwater
The Site is located within the San Joaquin Valley groundwater basin, Tracy subbasin. According to
the Tracy Subbasin Groundwater Sustainability Plans, dated November 1, 2021,the subbasin has two
principal aquifers (Upper and Lower) which are separated by a low permeability Clay (the
Corcoran Clay). The depth of the Corcoran Clay is not fully defined in the Subbasin but is
approximately 200 feet bgs. The Upper aquifer provides water to domestic wells and the Lower
aquifer is used by public water systems and agriculture.
There is no groundwater production at the Site.According to the Site owner,Mr. Brent Holfman, the
neighbor (and former D&D Flying Service owner) Mr. Anthony Delucchi, who currently resides at
1510 N Inland Drive, states that the rural residents situated in the surrounding area of Inland Drive
receive drinking water from a transported to the Site from a public water system. This has not been
confirmed by our office, however, a review on GeoTracker shows nine (9) Public Water Wells
located within one to three miles of the community.A records search of the four nearest residential
houses records one domestic well installed in 1981 located at 7891 W House Road, approximately
5 https://tracysubbasin.org/wp-content/uploads/2022/02/Tracy-Subbasin-GSP_Finat.pdf
Petralogix Engineering,Inc.
26675 Bruella Road,Galt,Ca 95632
(209)-400-5729
0www.petralogix.com
