1.0 Project Organization <br /> This Quality Assurance/Quality Control (QA/QC) Plan has been prepared by Partner Engineering & <br /> Science, Inc. (Partner) for the Sampling and Analysis Workplan (Workplan) activities at the Tracy Corners <br /> Shopping Center (hereafter, the Site) located at 3225 North Tracy Boulevard, Tracy, in San Joaquin County, <br /> California. This Workplan has been prepared in response to the April 24, 2015 Voluntary Cleanup <br /> Agreement (VCA) between the California Environmental Protection Agency Department of Toxic <br /> Substances Control (DTSC) which was executed on May 6, 2015. The following sections describe the roles <br /> and responsibilities of project team members that will be involved in the implementation of the QA/QC <br /> program and the quality elements that govern the activities to conduct an investigation for chemical <br /> background concentrations in soil and sediment to support the environmental investigation and closure <br /> activities at the Site. <br /> 1.1 Problem Definition <br /> The Tracy Corners Shopping Center encompasses 8.3 acres with 86,180 square feet of single story <br /> commercial tenants located at the southwest corner of the intersection of North Tracy Boulevard and <br /> Clover Road within a mixed commercial and residential area of San Joaquin County. The shopping center <br /> is currently occupied by retail commercial establishments including a super market, restaurants, nail and <br /> hair salons, insurance and financial outlets, an automobile parts store, and various professional services. <br /> Based on sampling of soil, soil gas, and groundwater conducted during December 2014, and January and <br /> May 2015, the Site has been impacted by the release of tetrachloroethene (PCE) from the Quality Cleaners <br /> located at 3081 North Tracy Boulevard and within the shopping center. Trichloroethene (TCE) was also <br /> detected in soil gas samples. In addition, historical documents indicate that a release of petroleum <br /> hydrocarbons, primarily diesel components, may have occurred doing 1991 in an area within the <br /> northeast portion of the Site. <br /> The primary purpose of the Workplan is to describe the activities proposed to further characterize soil, soil <br /> gas, and groundwater. <br /> 1.2 Project Organization and Communication <br /> This section provides a description of the organizational structure and responsibilities of the individual <br /> positions for this project. This description defines the lines of communication and key personnel assigned <br /> to various activities for the project. An organization chart is shown on Figure Al. <br /> 1.2.1 DTSC Project Management <br /> Ms. Tami Trearse, P.G., is the Project Manager for the Site characterization and is the DTSC representative <br /> responsible for overseeing the implementation of the Workplan, including reviewing and approving work <br /> activities such as data collection, laboratory analysis, data evaluation, and reporting. Ms. Lora Jameson, <br /> P.G., is the DTSC Engineering Geologist and Dr. Debra Taylor is the DTSC Senior Toxicologist.
