1.2.2 Workplan Implementation (Partner) <br /> The proposed fieldwork shall be supervised by a California Professional Geologist (PG) or Professional <br /> Engineer (PE) provided by Partner. Partner's project team and associated responsibilities are described <br /> below. <br /> Project Manager <br /> The Project Manager (PM), Debbie Soukup, Ph.D., will have the overall responsibility for the <br /> implementation of the QA/QC measures included in this QA/QC Plan. The PM is responsible for the <br /> overall design and implementation of the project including development of the Workplan and assuring <br /> that the field methods and analytical methods including in the Sampling and Analysis Plan (SAP) are <br /> appropriate for acquiring the necessary data. The SAP is included in Appendix B. <br /> Dr. Soukup has the technical expertise in project management, regulatory compliance, and hazardous <br /> substance site cleanup sufficient to fulfill his responsibilities and shall be responsible for overseeing the <br /> implementation of the VCA and for designating a person to act in his absence. All communications <br /> between DTSC and Proponent, and all notices, documents and correspondence concerning the activities <br /> performed pursuant to this Agreement shall be directed through the Project Managers. <br /> Field Project Manager(FPM) <br /> The Field Project Manager (FPM), Dan Monteverde, is responsible for ensuring that the field activities are <br /> performed in accordance with the Workplan, SAP and the QAPP. Specific responsibilities of the FPM <br /> include: <br /> • Communication of project objectives with members of the project team; <br /> • Communication with representatives of the analytical laboratory to ensure that project data <br /> quality objectives are met; <br /> • Distribution and review of the Workplan, SAP, and QAPP with members of the project team; and <br /> • Answering questions regarding field activities and the sampling program. <br /> Additionally, the FPM is responsible for notifying the PM of any deviations from the Workplan QAPP, or <br /> SAP that occur during field activities as well as the reason for those deviations. <br /> Project Health and Safety Officer(PHSO) <br /> The Project Health and Safety Officer (PHSO), Dan Monteverde, is responsible for preparation, <br /> implementation and updating of the site specific Health and Safety Plan (HASP). This HASP will conform to <br /> applicable regulatory requirements including, but not limited to, Section 29 of the Code of Federal <br /> Regulation (CFR) 1910.120 and 1926.59 as administered by the Federal Occupational Health and Safety <br /> Administration (OSHA). The HASP is included in Appendix C. <br /> The PHSO will ensure that field activities are performed in accordance with the HASP, and in such a way as <br /> to avoid risk or bodily harm to persons or damage to property.
