5.2 Laboratory Records
The samples collected at the Site will be analyzed at State of California certified laboratories. The
analytical laboratories analyzing samples from the Site will be responsible for maintaining their own
internal QA/QC program. Information in the data report packages provided by the analytical laboratories
will include:
• Documentation that QA/QC procedures were met and/or any deviations that occurred as well as
other pertinent information;
• Laboratory QA/QC reports documenting QA/QC sample information including blanks, spiked
samples, calibration check samples, laboratory duplicates, and/or split samples; and
• Records of sample receipt, handling and storage.
6.0 SAMPLE HANDLING AND CUSTODY REQUIREMENTS
The soil and groundwater sampling procedures to be utilized during the Site investigation will be
performed in accordance with the QA/QC procedures outlined in the DTSC's Preliminary Endangerment
Assessment Guidance Manual,January 1994 (Interim Final—Revised October 2013).
The groundwater sampling procedures to be utilized during the site investigation will be performed in
accordance with the QA/QC procedures outlined in the DTSC's
June 2012 Guidelines for Planning and Implementing Groundwater Characterization of Contaminated Sites.
Soil gas samples will be collected in general accordance with the July 2015 DTSC and Los Angeles and San
Francisco Regional Water Quality Control Boards (LARWQCB — SFRWQCB) Advisory — Active Soil Gas
Investigations.
Chain-of-custody procedures will be used to document the collection of soil, soil vapor, and groundwater
samples through their final disposition. Chain-of-custody forms document the date and time of
collection, location, sample identification, analyses required and track the sample from the field through
transfer to the analytical laboratory. Internal custody procedures at the laboratory document the tracking
of samples throughout the preparation, analysis, storage and/or disposal of samples and extracts.
6.1 Sample Packaging
The collected soil and groundwater samples will be sealed, labeled, and packed on ice in a portable cooler
immediately after collection. Sample containers will be packed in zip locked baggier to minimize contact
between ice and container, reducing the potential for cross contamination. The cooler will be delivered to
the laboratory within 24 hours of sampling.
Soil vapor samples will be collected in gas-tight syringes by mobile laboratory personnel or in Summa
canisters provided by the analytical laboratory.
Quality Assurance/Quality Control Plan
Tracy Corners Shopping Center
3225 North Tracy Boulevard
Tracy,California 95376
Partner Project Number SM14-129814
Docket Number HAS-VCA 14/15-108
August 15,2016
Page 8
