1.0 Site Information and Background <br /> This Sampling and Analysis Plan (SAP) has been prepared by Partner Engineering & Science, Inc. (Partner) <br /> as part of the Sampling and Analysis Workplan (Workplan) related to the Tracy Corners Shopping Center <br /> (hereafter, the Site) located at 3225 North Tracy Boulevard, Tracy, in San Joaquin County, California. The <br /> Workplan was prepared in response to the April 24, 2015 Voluntary Cleanup Agreement (VCA) between <br /> the project proponent, Stuart Limited Partnership (SLP) and the California Environmental Protection <br /> Agency Department of Toxic Substances Control (DTSC) which was executed on May 6, 2015. <br /> This SAP is a companion to the Quality Assurance/Quality Control (QA/QC) Plan for the Site. The <br /> procedures specified within the QA/QC Plan will be followed for this project. <br /> 1.1 Problem Definition <br /> The Tracy Corners Shopping Center, developed in 1992, encompasses 8.3 acres with 86,180 square feet of <br /> single story commercial tenants located at the southwest corner of the intersection of North Tracy <br /> Boulevard and Clover Road within a mixed commercial and residential area of San Joaquin County. The <br /> shopping center is currently occupied by retail commercial establishments including a super market, <br /> restaurants, nail and hair salons, insurance and financial outlets, an automobile parts store, a hardware <br /> store, and various professional services. <br /> Based on sampling of soil, soil gas, and groundwater conducted during December 2014 and January and <br /> May 2015, the Site has been impacted by the release of tetrachloroethene (PCE) from the Quality Cleaners <br /> located at 3081 North Tracy Boulevard and within the shopping center. Trichloroethene (TCE) was also <br /> detected in sub-slab soil gas samples. In addition, historical documents indicate that a release of <br /> petroleum hydrocarbons, primarily diesel components, may have occurred during 1991 in any of four <br /> areas within the northeast, central, and southeastern portions of the Site. <br /> To date, the maximum concentrations of constituents detected in samples collected in 2014 and 2015 <br /> were as follows: <br /> ■ PCE in groundwater: 30 micrograms per liter(pg/L); <br /> ■ PCE in sub-slab soil gas: 3,300 micrograms per cubic meter(pg/m3); and <br /> ■ TCE in sub-slab soil gas: 350 pg/m3. <br /> Concentrations of selected petroleum hydrocarbons within 1991 soil samples were detected as follows: <br /> ■ Total petroleum hydrocarbons as gasoline (TPHg): 1.7 milligrams per kilogram <br /> (mg/kg); <br /> ■ Total petroleum hydrocarbons as diesel (TPHd):170 mg/kg; <br /> • Toluene: 0.005 mg/kg; <br /> ■ Xylenes: 0.037 mg/kg; and <br /> ■ Ethylbenzene: 0.012 mg/kg. <br /> Sampling and Analysis Plan <br /> Tracy Corners Shopping Center <br /> 3225 North Tracy Boulevard <br /> Tracy,California 95376 <br /> Partner Project Number SM14-129814 <br /> Docket Number HAS-VCA 14/15-108 <br /> August 15,2016 <br /> Page 1 <br />
