There is no obvious evidence from review of the available aerial photographs included within Partner's <br /> December 9, 2015 Phase I Environmental Site Assessment report that indicate the Site was actively <br /> cultivated with crops; the western half of the Site historically has been unpaved and not occupied by <br /> structures or equipment. However, off-site areas particularly to the south and northeast of the Site appear <br /> to have been actively cultivated until sometime prior to 1982. The Site was occupied by what appeared to <br /> have been rural and possible farm-related residential structures with an associated barn, sheds and <br /> outbuildings and storage of portable agricultural equipment. <br /> 1.2 Project Purpose and Description <br /> The primary purpose of the Workplan is to describe the activities proposed to further characterize soil, soil <br /> gas, and groundwater. The Workplan includes a Site Health and Safety Plan (HASP), a QA/QC Plan, this <br /> SAP, and an implementation schedule. In general, the proposed scope of work related to areas of <br /> potential impact is as follows: <br /> • Indoor air sampling of the Quality Cleaners and adjacent tenant suites; specifically, the Comcast <br /> store to the east and the Fred Loya Insurance office to the west, respectively; <br /> • Shallow soil gas sampling along the southern boundary of the Site to assess the potential for <br /> vapor intrusion related to the residential structures located approximately 100 feet south of the <br /> Quality Cleaners; <br /> • Installing and monitoring of groundwater monitoring wells at upgradient and downgradient <br /> locations relative to the Quality Cleaners to assess the groundwater flow direction and potential <br /> lateral extent of PCE, TPH (to account for the possible release of petroleum hydrocarbon-based <br /> dry cleaning solvent) and other volatile organic compounds (VOCs) in groundwater. <br /> • The vertical characterization of the PCE plume will occur following the confirmation of the <br /> groundwater flow direction using continuously cored soil borings and the collection of grab <br /> groundwater samples from targeted strata. The location of these proposed borings and the <br /> details of the sampling would be included in an addendum to this workplan and submitted to the <br /> DTSC for concurrence and approval prior to the commencement of the work. <br /> • Soil gas sampling from soil probes along the alignment of an approximately 660-foot long <br /> sanitary sewer lateral associated with the Quality Cleaners to assess whether a significant release <br /> of PCE has occurred from the sewer lateral.; <br /> • Soil, soil gas, and groundwater sampling from soil borings at the inferred locations of a petroleum <br /> hydrocarbon release that was discovered during 1991 southwest of the intersection of North <br /> Tracy Boulevard and Clover Road and other locations proximate to historical structures as <br /> observed in a 1975 aerial photograph; and <br /> • Soil sampling for environmentally persistent pesticides in locations formerly occupied by a barn, <br /> sheds, outbuildings and storage of trailers and other working areas that may have been where <br /> agricultural constituents may have been stored of mixed. <br /> Sampling and Analysis Plan <br /> Tracy Corners Shopping Center <br /> 3225 North Tracy Boulevard <br /> Tracy,California 95376 <br /> Partner Project Number SM14-129814 <br /> Docket Number HAS-VCA 14/15-108 <br /> August 15,2016 <br /> Page 2 <br />
