contiguous suites; three outdoor air samples will be analyzed as part of this assessment. The VI
assessment would include two sampling events with the second event conducted in approximately
six months after the first event.
Inputs to Decision:
Inventory of contents, particularly possible VOCs, in the tenants' suites; condition of Portland
concrete slab (floor), characteristics of sub-slab granular material; operation of heating, ventilation
and air conditioning (HVAC) units for each tenant suite; commercial worker exposure scenarios.
Boundaries of the Task Investigation:
Geographical:The three contiguous tenant suites and proximate outdoor ambient air.
Temporal:This task will be conducted as the first work related to implementing the Workplan and is
anticipated to be conducted in July 2016.
Decision Rule.-
If indoor air in any of the tenant suites contains VOCs at concentrations greater than applicable
screening levels, than the following may apply:
• Increasing building pressurization and/or ventilation;
• Sealing potential conduits where vapors may be entering the building;
• Treating indoor air(carbon filtration, air purifiers);
• Installing and operating engineered exposure controls (sub-slab depressurization
systems);
• Temporary relocating occupants.
Where indoor air concentrations of TCE in a first sample are greater than 0.48 pg/m3 but less than the
applicable Accelerated Response Action level, than the following may apply:
• A second sample should be obtained more quickly than delaying for a seasonal change to occur;
• Indoor air concentrations greater than the applicable Accelerated Response Action Level should
lead to evaluation and potential implementation of interim measures. The effectiveness of any
interim action should be evaluated based on resampling performed within a few weeks;
• Indoor air concentrations greater than the applicable Urgent Response Action Level should lead to
immediate mitigation measures within a few days. The effectiveness of the mitigation measures
should be evaluated based on resampling performed within a few days.
1.4.2 Site Boundary Shallow Soil Gas Sampling
Problem Statement:
The potential exists that soil gas within the ten-foot thick interval of unsaturated soil overlying the
water table may contain VOCs attributable to the release of PCE from the Quality Cleaners at
Sampling and Analysis Plan
Tracy Corners Shopping Center
3225 North Tracy Boulevard
Tracy,California 95376
Partner Project Number SM14-129814
Docket Number HAS-VCA 14/15-108
August 15,2016
Page 4
